Download or read book The Politics of Evaluation in International Organizations written by Vytautas Jankauskas and published by Oxford University Press. This book was released on 2023-05-25 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: Evaluation has become a key tool in assessing the performance of international organizations, in fostering learning, and in demonstrating accountability. Within the United Nations (UN) system, thousands of evaluators and consultants produce hundreds of evaluation reports worth millions of dollars every year. But does evaluation really deliver on its promise of objective evidence and functional use? By unravelling the internal machinery of evaluation systems in international organizations, this book challenges the conventional understanding of evaluation as a value-free activity. Vytautas Jankauskas and Steffen Eckhard show how a seemingly neutral technocratic tool can serve as an instrument for power in global governance; they demonstrate and explain how deeply politics are entrenched in the interests of evaluation stakeholders, in the control and design of IO evaluation systems, and to a lesser extent also in the content of evaluation reports. The analysis draws on 120 research interviews with evaluators, member state representatives, and IO secretariat officials as well as on textual analysis of over 200 evaluation reports. The investigation covers 21 UN system organizations, including detailed case studies of the ILO, IMF, UNDP, UN WOMEN, IOM, UNHCR, FAO, WHO, and UNESCO. Shedding light on the (in-)effectiveness of evidence-based policymaking, the authors propose possible ways of better reconciling the observed evaluation politics with the need to gather reliable evidence that is used to improve the functioning of the United Nations. The answer to evaluation politics is not to abandon evaluation or isolate it from the stakeholders but to acknowledge surrounding political interests and design evaluation systems accordingly.

Book excerpt: This workbook presents a seven-step planning process for safe and effective schools. Though specifically directed to schools in California, most of the components of the plan will pertain to schools everywhere. The workbook contains requirements of the California Education Code; many work sheets, sample forms, summary sheets, checklists, rubrics, matrices, and definitions; and an action plan for each of the seven steps. The seven steps in the planning process are as follows: (1) Identify your safe-school planning committee members; (2) create a vision of your school as a place where students are safe to learn, and base that vision on youth development; (3) gather and analyze data; (4) identify strengths and areas of desired change, and set major annual goals for each of the two safe-school components; (5) select and implement strategies; (6) communicate the safety plan to the public, hold public meetings for input, and keep the updated plan available for public inspection; and (7) evaluate your progress, revise the plan annually, and include the plan in your school accountability report card. Book excerpt: Drawing on an applied research study encompassing an extensive literature review, telephone interviews with 50 key program administrators, and site visits at 9 community colleges, this handbook describes proven, effective techniques for providing vocational education to limited English proficient (LEP) adults in a community college setting. An introductory chapter focuses on basic issues and concerns, such as understanding the diverse demographics of LEP students, welcoming them to the campus, and balancing institutional mission, resources, and capabilities. Chapter 2 looks at ways to foster a multicultural environment that serves not only LEP students, but the campus community as a whole. While chapter 3 investigates the challenges associated with planning and implementing programs and services for LEP students, chapter 4 provides a detailed discussion of instructional options, components, and strategies. Chapters 5 and 6 examine instructional support and support services, respectively, focusing on the design and adaptation of services that meet LEP students' unique needs, the development of related institutional policies, and the provision of specialized training for faculty and staff. Assessment and evaluation is the topic of chapter 7, which addresses the challenges involved with conducting useful program evaluations, selecting standardized tests for LEP students, and ensuring that ability-to-benefit tests do not unfairly exclude them from financial aid opportunities. Following an examination of collaboration within the college and with external agencies in chapter 8, chapter 9 considers funding policy issues. Each chapter includes references. (MPH)
