It happened at the end of summer vacations reaching a magnitude of 8.8 Mw with its epicentre in Cobquecura, in the Bío- Bío region. This phenomenon mainly affected the central Chile area which comprises of the regions of Araucanía, Bio-Bio, Maule, General O´Higgins, Valparaíso and Metropolitan. At that date it was the fifth largest earthquake ever to have occurred on a worldwide scale. The book is organized in six chapters written by remarkable authors from different disciplines thus presenting a comprehensive view of the occurrence. The texts come from the fields of geophysics, hydro-mechanical engineering, telecommunication, geographic information systems, urban and design planning, building engineering, architecture and urbanism. On February 27, 2010, an earthquake of magnitude 8.8 occurred off the coast of south-central Chile, causing intense shaking for as long as three minutes and generating a tsunami that spread across the Pacific Ocean. The earthquake?the fifth largest recorded to date?was much stronger than the 2010 Haiti earthquake, yet the Chile earthquake and tsunami combined caused substantially less damage to infrastructure and less loss of life than the Haiti event. What can engineers and risk managers learn from the Chile earthquake? In April 2010, an ASCE-COPRI team of coastal, structural, and geotechnical engineers conducted a field investigation of 10 sites in Chile affected by the earthquake and tsunami, including the ports of San Vicente, Lirquen, Coronel, Valparaiso, and San Antonio; the San Vicente Gas Terminal; and Talcahuano, Dichato, Caleta Tumbes, and Santa Maria Island. They observed successes and failures of port/harbor pile-supported structures, breakwaters and sea walls, and coastal zones. This report presents the team?s findings on which types of infrastructure performed poorly and which types performed as intended. The team also compared the performance of older systems that were not designed using current mitigation methods with systems that were designed according to Chile?s modern codes. The report includes summaries of interviews by team members with engineers and government officials in Chile, as well as a summary of lessons learned and general recommendations. For coastal engineers, structural engineers, geotechnical engineers, and disaster risk managers, the observations and analyses in this report provide critical information for engineering infrastructure that withstands major earthquake and tsunami events.

Book excerpt: This book is an attempt to demonstrate the analytical power of the holistic approach for understanding disasters. Six major earthquakes in Latin America are used as an example: the general idea is to place disasters in a broad social and regional context. Understanding disasters is a way of understanding the social system. The idea is to show that every major disaster is unique and different. Statistical methods may be useful for purposes of risk estimation but modern disasters are "systemic" and complex. In the chapter on the 2010 Chile earthquake we discuss the tsunami and why the system of tsunami alert did not work. The introductory chapter contains some basics of seismology (plate tectonics) and earthquake engineering. The 1985 Mexico earthquake describes why geology is important. Why was Mexico City founded in a lake? Technology must be adapted to the environment, not "imported" from possibly more advanced but different societies. The 1970 Peru earthquake is an example of disaster in a unique environment. Caracas 1967 takes us on a survey of different engineering solutions. And the 1960 Chile earthquake leads us on a retrospective survey--what has changed in Chile between the two major Chile earthquakes? Centred 70 miles north-east of Chile's second-largest city, Concepcion, at a depth of 22 miles, the earthquake was the second largest ever recorded in Chile and the fifth largest recorded world-wide since 1900. Over 100 aftershocks of magnitude 5.0 or greater were recorded following the initial earthquake. The earthquake and subsequent tsunami, which struck Chile's coast roughly 20 minutes after the earthquake and moved 2,000 feet onto shore in some places, devastated parts of the country. This book analyses the response to the Chilean earthquake and the lessons learned.

The 8.8 Richter scale event hit the central zone at 03:34 A.M. while people were sleeping. Then, as if the damage weren't enough and still at dark, it was followed by a not only devastating but also lethal tsunami that was strong enough to travel across the Pacific Ocean, hitting Asia only fourteen hours after. This earthquake is the fifth more intense ever measured and it was so strong that Scientific American published in the March 4th newsletter the following article: "The magnitude 8.8 earthquake that jolted Chile on Saturday was felt as far away as São Paulo. But NASA scientists are proposing that its repercussions are truly global in a geophysical sense: it likely shifted Earth's axis by about eight centimeters." But unfortunately the tragedy didn't stop with the earthquake. It also originated a tsunami that hit the coast with 4 waves, the first arriving just a few minutes after the earthquake and the last, several hours after. This tsunami was so strong that it has been detected that at least one wave was 30 meters or 98 feet high. Before continuing I would like to prevent lecturers from falling into the temptation of thinking that this mega-nature-events, only happen in faraway lands affecting people quite different from us. The Indonesian Tsunami of December 2004 was very distant from Chile not only in miles but also in cultural terms. And now, it's clear that Indonesian experience helped to prevent more fatalities. That's why this book has been written to urge people living in the Pacific Rim, to take some time to analyze their situation, the one of each community and act in order to prevent or reduce potential damages and casualties.

A hypothetical scenario for a magnitude 7.8 earthquake in southern California estimated a possibility of 1,800 fatalities and over $200 billion in economic losses. The January 12, 2010, magnitude 7.0 earthquake that struck Haiti only 15 miles from Port-au-Prince, the capital city, has caused an estimated 230,000 fatalities and 300,000 injuries. On February 27, 2010, a magnitude 8.8 earthquake occurred offshore of Chile and has caused massive damage, although far fewer fatalities than the Haiti earthquake. The Cascadia Subduction Zone megathrust fault, which stretches from southern British Columbia to northern California, has the potential to generate a massive earthquake and tsunami, similar to the Chilean earthquake, that could threaten Oregon, Washington, and northern California. The United States faces the possibility of large economic losses from earthquake-damaged buildings and infrastructure.
