It asks, what constitutes and shapes the Liberian labour market? By looking at labour mobilization and the structure of the (in)formal labour market - both in peace and war - our understanding of the contemporary Liberian labour market is substantially enhanced. The study finds that there are many recurring patterns of labor migration, labor mobilization and distribution that have existed in the Liberian pre-war, war and post-war settings. Historical structures of informality and patrimonialism continue to dominate Liberia today. In addition to this, the study's focus on youths provides an insight into how this section of society moves through the labour market. It also examines the idea of unemployed youths as particularly prone to violence.

Book excerpt: By the late eighteenth century, the ever-increasing British need for local labour in West Africa based on malarial, climatic, and manpower concerns led to a willingness of the British and Kru (West African labourers from Liberia) to experiment with free wage labour contracts. The Kru’s familiarity with European trade on the Kru Coast (modern Liberia) from at least the sixteenth century played a fundamental role in their decision to expand their wage earning opportunities under contract with the British. The establishment of Freetown in 1792 enabled the Kru to engage in systematized work for British merchants, ship captains, and naval officers. Kru workers increased their migration to Freetown establishing what appears to be their first permanent labouring community beyond their homeland on the Kru Coast. Their community in Freetown known as Krutown provided a readily available labour pool and ensured their regular employment on board British commercial ships and Royal Navy vessels circumnavigating the Atlantic and beyond. In the process, the Kru established a network of Krutowns and community settlements in many Atlantic ports including Cape Coast, Fernando Po, Ascension Island, Cape of Good Hope, and in the British Caribbean in Demerara and Port of Spain. Outsourcing African Labour in the Nineteenth Century: Kru Migratory Workers in Global Ports, Estates and Battlefields structures the fragmented history of Kru workers into a coherent global framework. The migration of Kru workers in the Atlantic, Indian and Pacific Oceans, in commercial and military contexts represents a movement of free wage labour that transformed the Kru Coast into a homeland that nurtured diasporas and staffed a vast network of workplaces. As the Kru formed permanent and transient working communities around the Atlantic and in the British Caribbean, they underwent several phases of social, political, and economic innovation, which ultimately overcame a decline in employment in their homeland on the Kru Coast by the end of the nineteenth century by increasing employment in their diaspora. There were unique features of the Kru migrant labour force that characterized all phases of its expansion. The migration was virtually entirely male, and at a time when slavery was widespread and the slave trade was subjected to the abolition campaign of the British Navy, Kru workers were free with an expertise in manning seaborne craft and porterage. Kru carried letters from previous captains as testimonies of their reliability and work ethic or they worked under the supervision of experienced workers who effectively served as references for employment. They worked for contractual periods of between six months and five years for which they were paid wages. The Kru thereby stand out as an anomaly in the history of Atlantic trade when compared with the much larger diasporas of enslaved Africans.

It follows the Agenda for Transformation 2012-2017 (AfT). It is informed as well by lessons learned from the implementation of the Interim Poverty Reduction Strategy 2007 (iPRS) and the Poverty Reduction Strategy (2008-2011). The fundamentals underpinning the PAPD are: i) Liberia is rich in human and natural resources; but ii) is deprived of development largely because its human capital lacks the knowledge to transform the natural resources into wealth—whether through farming, mining, fishing, or other productive ventures that require technology or financial investments. Consequently, Liberia is relatively rich in natural capital but relatively poor in relations to its peers in both human and produced capital. Although international law forbids the use of children under the age of 15 as soldiers, thousands of young children have been involved in the fighting since it began in December 1989. The main rebel forces, the National Patriotic Front of Liberia (NPFL) and the United Liberian Movement for Democracy in Liberia (ULIMO), have consistently used children under the age of 18, including thousands under 15. Children are also reportedly used by the other warring factions. As a consequence, thousands of children in Liberia have suffered cruelly during the war: many have been killed or wounded or witnessed terrible atrocities. Moreover, many children themselves have been forced to take part in the killing, maiming or rape of civilians. The use of children as soldiers presents grave human rights problems. Many of these children have been killed during the conflict, thus denied the most basic right -- the right to life. Others have been forcibly conscripted by the warring factions, and separated from their families against their wills. Many have joined warring factions to survive. All have been denied a normal childhood. Reintegrating these children into their communities is a task of immense difficulty. Some children's parents have been killed, their families have fled, and no relatives can be found. In others, families have refused to take children back because of the abuses they have committed. Human Rights Watch believes that 18 is the minimum age at which people may properly take part in armed conflict."--cover.

Today, on the list of big business's priorities, sustaining the employer-worker relationship ranks far below building a devoted customer base and delivering value to investors. As David Weil's groundbreaking analysis shows, large corporations have shed their role as direct employers of the people responsible for their products, in favor of outsourcing work to small companies that compete fiercely with one another. The result has been declining wages, eroding benefits, inadequate health and safety protections, and ever-widening income inequality. From the perspectives of CEOs and investors, fissuring--splitting off functions that were once managed internally--has been phenomenally successful. Despite giving up direct control to subcontractors and franchises, these large companies have figured out how to maintain the quality of brand-name products and services, without the cost of maintaining an expensive workforce. But from the perspective of workers, this strategy has meant stagnation in wages and benefits and a lower standard of living. Weil proposes ways to modernize regulatory policies so that employers can meet their obligations to workers while allowing companies to keep the beneficial aspects of this business strategy.

Book excerpt: Human trafficking became a topic of public concern in the 1990s due, in part, to the fall of the former Soviet Union, the resulting migration flows, and the increasing concern about the growth of transnational criminal organizations operating globally. Intelligence reports pointed to sex trafficking and forms of forced labor as some of these organizations' largest sources of profit. The first efforts to address trafficking in persons focused heavily on combating the sex trafficking of women and girls. Academic reports and news articles illustrated the effect traffickers were having on individuals and communities around the world. In 1994, the Department of State began to monitor human trafficking as part of the Department's Annual Country Reports on Human Rights Practices, focusing exclusively on sex trafficking of women and girls. As the understanding of human trafficking expanded, the U.S. government, in collaboration with NGOs, identified the need for specific legislation to address how traffickers operate and to provide the legal tools necessary to combat trafficking in persons in all its forms.This year marks a major milestone-the 20th anniversary of the TIP Report. Twenty years ago, when the United States Congress passed the TVPA mandating this report, it signaled the U.S. government's resolve to fight human trafficking and marked a pivot from indignation to positive action. Whether used to raise awareness, spark dialogue, spur action, or create a system of accountability, the TIP Report has served to reinforce global anti-trafficking norms and ideals. At a time when many governments denied the existence of human trafficking in all its forms, the TIP Report became a standard-bearer for the principles enshrined in the TVPA and the UN Trafficking in Persons Protocol (Palermo Protocol).Throughout the last two decades, and as the availability of information on human trafficking has expanded, the TIP Report has grown in both its breadth and depth of analysis. It has consistently documented the efforts of an increasing number of governments to prosecute traffickers, protect victims, and prevent human trafficking crimes. The report has drawn attention to trends and emerging issues, highlighted promising practices, and tracked the progression of important developments, such as the passage of comprehensive anti-trafficking laws and improvements in victim identification efforts.Over the years, the methodology, content, and design of the TIP Report have evolved, reflecting in many ways the broader anti-trafficking movement's progress in understanding the crime. The message at the heart of each edition, however, has been steadfast: there is no excuse for human trafficking, and governments must address it with bold action.Most of all, the TIP Report has been, and continues to be, a critical tool in bringing governments to the table and encouraging them to prioritize human trafficking. Diplomats and advocates apply pressure on governments around the world to ensure they maintain focus and hear the voices of those directly affected. Today, the vast majority of governments acknowledge the devastating effects of human trafficking, and most governments have taken steps to combat it.The introduction this year will provide a look back at the evolution of the TIP Report.
