Book excerpt: This information memo provides an annotated list of extant surveys used to assess school climate, classroom climate, or teacher effectiveness that are designed for use in middle schools. The purpose is to assist educators to select or design surveys to assess school climate in middle schools, with a particular focus on assessing student engagement and teacher characteristics associated with higher student achievement. The search process for instruments that are designed and marketed as measures of teacher effectiveness included a review of the U.S. Department of Education's Safe and Supportive Schools compendium of school-climate measures, keyword searches (i.e., "school climate," "classroom climate," and "teacher effectiveness") of major scientific journal databases, and a "snowball" method of identifying measures via their reference in other publications and online sources. The list of 20 measures in this report includes several targeted toward classroom climate and teacher effectiveness. Regional Educational Laboratory (REL) West staff coded and grouped each instrument's subscales into 15 general categories. Readers may find the tables included in the report useful to understand the full range of concepts included in various definitions of school climate. The report includes detailed summaries of the 20 measures, as well as contact information and citations for the main references consulted. Book excerpt: Today, school climate assessment has become an increasingly important and valued aspect of district, state, and federal policy. Recognizing that effective school climate improvement efforts are grounded in valid and reliable data, the Federal Department of Education launched the Safe and Supportive Schools grant in 2010 to provide 11 states with federal assistance that supports the development of rigorous school climate measurement systems. An essential step to school climate improvement is gaining a clear understanding of each school's particular strengths and potential areas of need through an iterative, data-driven process of feedback from the entire community--students, parents/guardians, school personnel, and ideally the wider community members. This data then becomes a springboard for a collaborative, community-wide process of improving the school climate, and creating targeted action plans and sustained efforts focused on the areas that will most benefit the school. Choosing an effective school climate instrument can be challenging. However, there are a number of essential factors to consider when determining the assessment tool that best fits a particular school's needs: (1) A strong research-base; (2) A strong, vigorously tested track record; (3) An instrument that measures core populations; (4) Ease of administration; (5) Additional features that fit the particular needs of each individual school community; and (6) Guidelines and useful tools to assist in understanding, and use of the tool. Strategies to guide effective practice are also discussed.

Book excerpt: Despite--or perhaps due to--the lack of consensus on its definition, there is abundant interest in and research on school climate. Researchers have determined that improving school climate is one way to increase academic achievement, school safety, school completion, teacher retention, healthy social interactions, and student well-being (Cohen, 2010; Dynarski, Clarke, Cobb, Finn, Rumberger, & Smink, 2008). Baltimore City Schools understands the importance of school climate and deploys multiple tools every year to understand and describe it. This report follows up on a previous Baltimore Education Research Consortium (BERC) report, "Positive School Climate: What It Looks Like and How It Happens" (ED553170). In that report, examples of principal and school actions to improve school climate were highlighted and reviewed. At its conclusion, questions remained about how schools, principals, and district administrators measure school climate. This subsequent report provides an overview of the data currently being collected by City Schools related to school climate and a proposal for how these disparate data sources can be summarized to inform school organizational health. It is guided by the following research questions: (1) What data are being systematically collected by City Schools that can speak to school climate, effectiveness, and organizational health? (2) What are the strengths and limitations of each data source? and (3) How do the different data sources relate and correspond to each other? Book excerpt: A growing number of states and school districts use school climate assessments in progress reporting systems and are interested in incorporating these assessments into accountability systems. This analysis of response data from middle school students and teachers on the California School Climate, Health, and Learning Survey examines the appropriateness of the survey for identifying needs and monitoring changes in school climate. It analyzes survey response data for 730,160 grade 7 students from 2004/05 through 2010/11 in 1,117 California middle schools and 16,255 teachers from 2008/09 through 2010/11 in 812 California middle schools to examine the following research questions: (1) What school climate domains in middle school do the survey items measure?; (2) How reliably do the survey items measure school climate at the respondent and school levels?; (3) How stable are the school-level climate measures?; and (4) Are the school climate measures related to student achievement and discipline infractions? Three analytic strategies were used: exploratory/confirmatory factor analysis, estimation of respondent- and school-level reliability, and estimation of correlations of school climate measures over time and with student academic performance and suspensions. The study finds that student and staff surveys validly and reliably assess distinct school climate domains, such as safety and connectedness, meaningful participation, bullying and discrimination, and caring staff-student relationships. All school-level domain measures were associated in expected ways with school-level student academic performance and suspensions. Book excerpt: The majority of Americans have a shared vision that K-12 education needs to support children's ability to love, work and participate effectively in a democratic society. The National School Climate Center, a growing number of State Departments of Education and recently, the United States Department of Education believe that when school communities work to measure and improve school climate we mobilize the "whole village" to support the whole child developing these abilities that provide the foundation for school and life success. One of the most important goals that the National School Climate Council suggested in the 2007 "School Climate Challenge" was that the country needs school climate standards. When a State Department of Education develops standards, they are setting a "bar" that all schools need to achieve. In 2009, the Council was asked to develop these standards. The benchmarks provide a framework to begin to define what can be done to support children and adolescents developing in healthy ways and learning. The National School Climate Center has invited a group of building, district, State and national educational leaders to comment on the following five questions: (1) Do we need national school climate standards? Why or why not?; (2) What do you most value and agree with about these standards? Is they're something important that is, in your view, missing?; (3) What do you most dislike and disagree with about these standards?; (4) How could standards like these be used most helpfully to support student learning, positive youth development and the promotion of skills, knowledge and dispositions that support an effective and engaged citizenry?; and (5) What are the most important recommendations you would make to teacher educators, school leaders, teachers/ others who seek to implement the standards? It is the hope that these commentaries spur discussion, reflection and debate. When measuring and working to improve school climate the following can occur: (1) Recognizing the essential social, emotional, ethical and civic as well as intellectual aspects of learning and our school improvement efforts; (2) Supporting shared leadership and learning; (3) Promoting School-Family-Community Partnerships; and (4) Promoting student engagement.
