Book excerpt: The U.S. Department of Veterans Affairs (VA), previously named the Veterans Administration, has been providing veterans educational assistance (GI Bill(r)) benefits since 1944. The benefits have been intended, at various times, to compensate for compulsory service, encourage voluntary service, avoid unemployment, provide equitable benefits to all who served, and promote military retention. In general, the benefits provide grant aid to eligible individuals enrolled in approved educational and training programs. Since three of the GI Bills have overlapping eligibility requirements and the United States is expected to wind down involvement in active conflicts, Congress may consider phasing out one or more of the overlapping programs. This report describes the GI Bills enacted prior to 2008. Although participation in the programs has ended or is declining, the programs' evolution and provisions inform current policy. Book excerpt: In January 2016, a series of states of emergency for the City of Flint were declared by the Mayor, the Governor and even the President. These declarations turned the attention of the state and nation to the Flint water crisis. As a result, the state, local and federal governments sprang into action. The National Guard was tasked to assist. FEMA1 sent representatives. Community organizations and non-profits from throughout the state, and even nationally, responded by volunteering, and sending bottled water. The Governor formed Mission Flint, which brought key members of the Administration together weekly, and the Legislature authorized a supplemental budget. Bottled water and water filters were distributed and residents were provided information in multiple languages. It was all hands on deck. From all accounts, the government was operating the way we would expect it to operate in response to an emergency. What then, was the problem? The timing. Preceding this flurry of "state of emergency" activity, Flint residents had been reporting heavily discolored and bad tasting water for well over a year. This report is triggered by the Flint Water Crisis, but in many ways is not just about Flint. This report seeks to outline a broader framework to explain why the crisis occurred and to propose a set of recommendations that minimizes and safeguards against similar crises in the future. Our report is not meant to assess blame, but to help ensure that such a crisis does not occur in the future and to address shortcomings that continue to persist over time.

Book excerpt: The educational reform movement produced only incremental improvements in student achievement, prompting a need for greater focus on structural and cultural aspects of school organization. Parental choice is the necessary element for successful school reform in the future. The public educational system that has evolved in America is widely perceived to be a failure: Efforts to assist low-income families and students have largely failed, and academic performance has not benefitted from present priorities. An examination of the history of public schooling and various alternatives, the consequences of court decisions regarding public and private schooling, and the results of multiple surveys suggests that a school voucher system would foster decentralization and accountability, extend opportunities to low-income families, and give parents a reason to support continued funding of education. These conclusions are supported by the few pilot projects that have been attempted, such as in the Alum Rock School District in California. Attempts to implement voucher systems will likely be opposed by vested interests, including teacher's unions, school boards, and state and federal bureaucracies. Because of growing social unrest, dissatisfaction with the present system, and the trend toward privatization of government functions, the movement toward educational choice, with or without vouchers, seems to be building momentum. Book excerpt: The annual Conference on the Chinese People's Liberation Army (PLA) took place at the U.S. Army War College (USAWC), in Carlisle, Pennsylvania, on October 22-24, 2010.1 The topic for this year's conference was the "PLA's lessons from Other People's Wars." Participants at the conference sought to discern what lessons the PLA has been learning from the strategic and operational experiences of the armed forces of other countries during the past 3 decades. Why did observers of the PLA want to study what Chinese military analysts might learned about non-Chinese wars? The answer is twofold. First, the PLA has not fought an actual war since 1979. Yet, during the last 3 decades, fundamental changes have taken place on the battlefield and in the conduct of war. Since the PLA has not fought since 1979, it had no experience in the changing face of war, and thus could not follow Mao Zedong's admonition to "learn by doing"; instead, it must look abroad for ways to discern the new pattern of warfare in the evolving information age. Studying Chinese military analysts' observations of non-Chinese wars therefore provides us a glimpse of what the PLA takes from others' experience to improve its capability and to prepare itself for dealing with China's national security issues, such as Taiwan, the South and East China Sea disputes, and internal unrest in Tibet and Xinjiang, to name the most obvious ones. Second, Chinese military analysts have noticeably more freedom in assessing and commenting on the strength and weakness as well as the success and fail¬ures of other countries' wars. Indeed, for political reasons, Chinese military analysts have to emphasize the heroics and triumphs of the PLA's war experience and downplay setbacks and failures.2 While there is certainly recognition of the daunting challenges-in Korea, for example, accounts readily acknowledge that the Chinese People's Volunteers (CPV) were totally unprepared logistically and devastated by airpower-there are limits to the levels of candor. To date, there is no critical analysis of the PLA's claimed success or dismissed failure in the Sino-Vietnamese Border War of 1979 by Chinese military analysts (however, there are a few studies done by scholars outside of China3). Studying Chinese military analysts' observation of other people's wars, therefore, provide us key hints as to what Chinese military analysts consider important aspects of current and future military operational success and failure.
