Book excerpt: This report will provide the DoD audit community with information to support their planning efforts and provide management with information on the extent of audit coverage of DoD acquisition programs. As of March 2001, DoD had 1,308 acquisition programs (exclusive of information technology programs). The primary objective of Defense acquisition is to acquire quality products that satisfy user needs with measurable improvements to mission accomplishment and operational support, in a timely manner, and at a fair and reasonable price. An acquisition program is a directed, funded effort designed to provide a new, improved, or continuing material, weapon, or information system capability, or service, in response to a validated need. DoD categorizes its acquisition programs based on the program's level of review, decision authority, and applicable procedures. Acquisitions are categorized as levels I, II, III, and IV. Eighty-five of the 1,308 programs are major programs (Category I) and are estimated to cost about $782 billion. The remaining 1,223 smaller programs (Categories II, III, and IV) are estimated to cost about $638 billion. In semiannual reports and in testimony to Congress, the Inspector General, DoD, has reported Defense acquisition as one of the top 10 DoD management challenges. Also, the General Accounting Office has identified DoD weapon system acquisition as a high-risk area.

Book excerpt: We are pleased to be here today to discuss issues facing the Department of Defense (DOD) in its acquisition of weapon systems, related spare parts, and other goods and services. In response to the many changes that have been witnessed in the defense acquisition environment over the last few years, DOD has begun broad-based changes to its acquisition and contracting processes. However, weapon programs continue to have questionable requirements; unrealistic cost, schedule, and performance estimates; and strategies that begin production before adequate testing has been completed. This discussion of acquisition issues is well-timed, as DOD implements plans to increase its procurement budget to $60 billion in fiscal year 2001-a 40-percent increase over last fiscal year's budget. My testimony focuses on a different approach to improving weapon acquisition outcomes based on best commercial practices and an understanding of the acquisition culture. My testimony also includes some observations on (1) DOD'S management of its acquisition workforce and organization, (2) DOD'S experience with commercial pricing of spare parts, (3) the effectiveness of DOD'S mentor-protege pilot program, and (4) federal agencies' use of multiple award task- and delivery-order contracts.

Book excerpt: Our overall objective was to summarize the DoD Inspector General reports that discussed deficiencies in the acquisition and contract administration process within DoD. Specifically, we reviewed and summarized acquisition- and contract administration-related audit reports that the DoD Inspector General issued from FY 2003 through FY 2008. These reports discussed issues related to the Government Accountability Office high-risk areas of weapon systems acquisition, contract management, and Management of interagency contracts. This summary could be used by DoD acquisition and contract managers as lessons learned in drafting key initiatives that address these high-risk areas or provide a resource for training personnel in the Defense Acquisition Workforce Improvement Act career fields. The DoD Inspector General issued 142 reports during FY 2003 through FY 2008 that pertain to the acquisition and contract administration process. We grouped the deficiencies discussed in these reports into 12 issue areas. We are not making any recommendations in this report because the recommendations made in the respective individual reports, if implemented, should correct the issues identified. Appendix D and E lists the initiatives that DoD has taken within the last two years to address many of the challenges noted in these reports. Appendix F provides a status of the recommendations contained in the 142 reports.

DOD and Air Force acquisitions programs often experience large cost overruns and schedule delays leading to a loss in confidence in the defense acquisition system and the people who work in it. Part of the DOD and Air Force response to these problems has been to increase the number of program and technical reviews that acquisition programs must undergo. This book looks specifically at the reviews that U.S. Air Force acquisition programs are required to undergo and poses a key question: Can changes in the number, content, or sequence of reviews help Air Force program managers more successfully execute their programs? This book concludes that, unless they do it better than they are now, Air Force and DOD attempts to address poor acquisition program performance with additional reviews will fail. This book makes five recommendations that together form a gold standard for conduct of reviews and if implemented and rigorously managed by Air Force and DOD acquisition executives can increase review effectiveness and efficiency. The bottom line is to help program managers successfully execute their programs.
