Book excerpt: In 1980 and 1981, more than 68,000 juvenile halibut were tagged in the Gulf of Alaska and Southeast Alaska in an effort to obtain estimates of movements of juvenile halibut. In this paper we develop a maximum likelihood method for estimating the movement between International Pacific Halibut Commission (IPHC) regulatory Areas 3B, 3A, 2C, 2B and 2A. In addition to the movement rates, we also estimate the sizespecific natural mortality, tagging mortality and size selectivity for commercial gear in Areas 3B and 3A. We found that all of these parameters could be estimated with low confounding, and that the predicted recovery pattern of tags conforms closely to the observed recoveries. The best fitting model estimates that there are substantial southerly movements of juvenile halibut; for example, we estimate that 17% of fish tagged in 3B would recruit as adults to 2B, and that 25% of fish tagged in 3A would recruit as adults to 2B. Further improvements in the analysis could include smaller spatial scale of analysis, and combining tagging analysis with catch-at-age data.

Book excerpt: This project monitors age, size, and sex characteristics of Pacific halibut Hippoglossus stenolepis and rockfish species Sebastes spp, and biological data from other groundfish species landed by sport anglers at four strategically selected ports in Southeast Alaska. Data will be combined with catch, harvest and effort estimates and biological data from Alaska Department of Fish and Game’s Southeast Alaska Marine Harvest Studies program and the Alaska Sport Fishing Survey to assess trends, evaluate changes in stock status, and design regulations that protect stocks and provide for long-term sustained yield. This project will support dockside sampling by the Marine Harvest Studies program in Southeast Alaska to collect otoliths and other biological data from harvested Pacific halibut and black rockfish Sebastes melanops, and species composition of harvested rockfish, from charter and unguided saltwater boat anglers. Estimates of species composition (rockfish), age composition and average weight captured from this project will be combined with charter logbook and Alaska Sport Fishing Survey harvest and release information for SEAK to estimate biomass of recreational fishing mortality of Pacific halibut and demersal shelf rockfish for all relevant management units in Southeast Alaska. Data will be shared with the International Pacific Halibut Commission, the National Marine Fisheries Service, the North Pacific Fisheries Management Council, the Alaska Board of Fisheries, and the public. Survey areas sampled will include Elfin Cove, Sitka, Craig, and Ketchikan.

Book excerpt: This report describes the results of the first study in an annual project to estimate the subsistence harvest of Pacific halibut (Hippoglossus stenolepis) in Alaska in regard to rules governing subsistence halibut fishing adopted by the National Marine Fisheries Service in 2003. Data were collected through a voluntary survey mailed to all holders of Subsistence Halibut Registration Certificates (SHARCs), who must be residents of 117 rural communities or members of 123 Alaska Native tribes with traditional uses of halibut. The report provides harvest estimates based on the mailed survey which was supplemented by household visits. Incidental harvests of lingcod and rockfish are included. Comparisons are made for certain communities. The report recommends that monitoring of the subsistence harvest of halibut in Alaska be continued.
