Book excerpt: As a result of a contract awarded by the Construction Engineering Research Laboratory, U.S. Army Corps of Engineers, and the Environmental Pro tection Agency, a workshop on the methodology of economic impact analy sis was held at Hueston Woods State Park Lodge in Oxford, Ohio, April 13-15, 1977. Leading researchers in regional modeling were gathered to take stock of current developments in the field and to put forth new ideas and directions for research. Also attending the workshops were individuals from various governmental agencies that use regional models and economic impact statements. Preliminary versions of the papers appearing in this vol ume served as focal points for discussions that have hopefully continued, stimulating further thinking of the problems addressed. The objectives of the conference were not only to explore recent develop ments in methodology but also to expose users of economic impact analyses to a wide variety of models and applications and to acquaint academicians with the needs of users. The papers appearing in this volume represent only a portion of the output of this workshop.

OVERVIEW With the decline of U.S. productivity growth, interest has surged to under stand the behavior of productivity measures through time, the conceptual foundations of productivity analysis, and the linkage between productivity performance and other major forces in the economy. The purpose of this volume is to present a brief overview of some of the concepts used in aggre gate and industry-level productivity analyses and the results of some of the recent research in this field. The book is divided into three parts. Part I covers some of the methodo logical approaches used in aggregate and industry-level productivity studies. Part II deals with the movement of labor productivity measures through time. The papers in this part of the book study productivity changes as uni variate time series and analyze some of the characteristics of the patterns displayed. The papers in Part III address the issues of measurement of capi tal, the relation of capital formation to productivity growth, and the rela tion of imported intermediate inputs to U.S. productivity performance.

Book excerpt: This paper studies changes in the transmission of common versus sectoral idiosyncratic shocks across different U.S. nonfarm business sectors during the Great Recession, and evaluates the cross-sectoral spillovers. Shocks are identified by dynamic factor methods. We find that the Great Recession is largely a time of heightened impact of common shocks— which accounts for 3/4 of aggregate volatility—and large spillovers of negative financerelated shocks. Moreover, in contrast with the earlier literature that failed to find a significant role of sectoral shocks (propagated through the input-output linkages across sectors) in driving variability in aggregate industry output, this study allows spillovers of shocks to operate through other mechanisms intertemporally. We find that prior to the recession the majority of aggregate fluctuations is explained by sector-specific shocks.

Unfortunately these tools tend to provide inconclusive and often conflicting answers as to what the most important constraints are. Even more worrisome, they tend to overlook the many industry-specific policy and enforcement issues which, collectively, have been found to be the most important constraints to economic growth. This is the key finding from more than 10 years of economic research by the McKinsey Global Institute (MGI). The MGI Country studies have been uniquely based on the in-depth analysis of a representative sample of industries where clear causality links could be established between factors in the firms' external environment and their behavior, in particular through the analysis of competitive dynamics. They showed in detail how industry-specific policy and enforcement issues were the main constraints to private investment and fair competition-the two drivers of productivity and thus economic growth. This finding implies that governments and international financial institutions should rely on in-depth industry level analysis to uncover product market competition issues and set reform priorities. These analyses should include the often overlooked but critically important domestic service sectors such as retail and housing construction."--World Bank web site.
