Book excerpt: The Sulu-Sulawesi Marine Ecoregion (SSME), as the apex of the Coral Triangle, is considered the center of the center of marine biodiversity where the highest number of colorful reef and marine fishes, various sizes of corals and shells, myriad shapes of algae, and protective mangrove forests are found. The SSME's marine aquarium is not only a delightful lure for tourists but is also the source of food and a natural capital for livelihoods among coastal communities. To address threats to SSME's diversity and productivity, an ecoregion conservation plan was forged collaboratively by Indonesia, Malaysia, and the Philippines in 2004. As the management framework to address threats to its diversity and productivity, the SSME Ecoregion Conservation Plan has spurred the development of three comprehensive action plans for 2010-2012. These plans are implemented by the subcommittees on Migratory and Threatened Species, Marine Protected Areas and Networks, and Sustainable Fisheries, and guided by the SSME's Tri-National Committee. This publication includes business plans and cost estimates to implement the three action plans---providing useful guide on costs and activities for governments, prospective donors, and investors; valuable information from cost-benefit analyses; and lessons learned from past conservation efforts.

Examining the profound changes that were taking place in the Sulu-Mindanao region and elsewhere at the end of the eighteenth century, this book, the companion volume to The Sulu Zone published in 1981, establishes an ethnohistorical framework for understanding the emerging inter-connected patterns of global commerce, long distance maritime trading and the formation and maintenance of ethnic identity. It also provides a new conceptual framework for understanding the problem of ethnic self-definition and political processes and conflicts in the recent history of the Philippines, Indonesia and Malaysia. Iranun and Balangingi seeks to probe these themes through an inter-disciplinary approach, using archival sources and literature, as well as period testimony, interviews, diaries, and fieldwork observations from sites primarily located in the Philippines, Indonesia and Malaysia.

Book excerpt: Indonesia is the largest archipelago state in the world comprising 17,480 islands, with a maritime territory measuring close to 6 million square kilometres. It is located between the two key shipping routes of the Pacific and Indian Ocean. Indonesia’s cooperation in maritime security initiatives is vitally important because half of the world’s trading goods and oil pass through Indonesian waters, including the Straits of Malacca, the Strait of Sunda and the Strait of Lombok. This book analyses Indonesia’s participation in international maritime security cooperation. Using Indonesia as a case study, the book adopts mixed methods to assess emerging power cooperation and non-cooperation drawing from various International Relations theories and the bureaucratic politics approach. It addresses not only the topic of Indonesia’s cooperation but also engages in debates across the International Relations, political science and policy studies disciplines regarding state cooperation. Based on extensive primary Indonesian language sources and original interviews, the author offers a conceptual discussion on the reasons underlying emerging middle power participation or non-participation in cooperation agreements. The analysis offers a fresh perspective on the growing problems of maritime terrorism and sea robbery and how an emerging power deals with these threats at unilateral, bilateral, regional and multilateral levels.
