Finally and perhaps most importantly, this volume explains why the Swiss still oppose joining the European Union. It examines the thorny questions of identity, reservations on policy matters (preserving neutrality, direct democracy and Swiss style federalism), not to mention doubts regarding the economy, which have done so much to shape public opinion and the official strategy of the Swiss Confederation. Paradoxically, the closer Switzerland gets to the EU through bilateral agreements, the more distant prospects of joining the EU seem to become. This is the conundrum at the heart of the relationship between the Swiss Confederation and the European Union which is expertly explored in this volume.

Book excerpt: Political Change in Switzerland explains the striking recent political developments in Switzerland, an important but surprisingly little known and often misunderstood country, aiming to dissipate prevailing myths about Switzerland in its European context. Firstly, the title provides an analysis of the way the practice and processes of Swiss politics have so dramatically changed over the last 25 years, setting out the differences between outside perceptions and changing Swiss realities. Secondly, it discusses how far the country has moved, from the stability of the post-war period to a new era of uncertainty, in which the so called Sonderfall, or special case, no longer seems to apply. In doing so it analyses the populist movement, centred on the Swiss People’s Party, examining its support and tactical operations, as well as the response of the establishment to the challenges the movement poses, both generally and where key questions of policy on foreigners and the EU are concerned. Finally, the title explains how much of this change is related to Europe, and discusses the prospects for Switzerland, Europe and the EU member states in the light of this new Swiss uncertainty. The way in which globalization has imposed new stresses on Switzerland, both in external policy and social terms, is the key theme of the title. These stresses have, in turn, encouraged the growth of a new populist movement, drawing on social classes previously supportive of other forces, and employing aggressive new tactics, creating a challenge that the establishment has found it hard to counter, so that stability has been compromised. As a result, Switzerland now faces two linked policy challenges, to find ways of accommodating unease about immigration and to devise a realistic and widely acceptable new relationship with the EU. The book’s underlying belief is that these changes have left the country divided and uncertain about its future. The framework is applied to three case studies: Switzerland and the Institutional Framework Agreement, Morocco and the Western Sahara issue, and Israel and the Israeli-Palestinian conflict. With the help of these, the author argues that the EU is more likely to follow foreign policy objectives by leveraging on sectoral cooperation ties when the foreign policy objective concerns the conditions of participation in the single market (Switzerland). He also shows that a lack of member states’ coherence concerning the compatibility of the foreign policy objective with overarching economic (Israel) or regional/geopolitical (Israel and Morocco) interests counteracts the exercise of a joined-up approach.

Focusing on the problems faced by Switzerland in the field of international protection of refugees as well as on the specificity of its asylum law and practice, this publication addresses the refugee problem from a national, European and international perspective. The Swiss experience serves to illustrate the wider problematic of on the one hand, the tensions between security, political and humanitarian concerns encountered by refugee-receiving states, and on the other, the need to preserve an international refugee protection regime which remains an essential component of international law and relations for so long as political solutions are not brought to the root causes of refugee exodus. This reflection on the international protection of refugees is organized around four main themes. The first examines Switzerland's response in the past to mass influx, in the light of historical case studies and the evolution of Swiss asylum law and practice. The second focuses on the question of access of refugees to asylum territories and refugee status determination procedures within the framework of the 1951 Convention on the Status of Refugees and the current Swiss asylum law. The third centres on the wider protection regime currently being forged in Europe to address a broader category of refugees, including solutions for temporary and subsidiary protection. The final theme revolves around return of refugees, including those under the Dayton and recent Kosovo agreements and covers reintegration of returnees, assistance and long-term development. This work is based on papers presented at a colloquium of the Graduate Institute of the International Studies in Geneva which was organised in collaboration with the Office of the United Nations High Commissioner for Refugees as a contribution to the 50th anniversaries of the UNHCR and the Geneva Convention relating to the Status of Refugees.

Future generations may well see this as a major turning point, opening the way to radical changes in diagnosis, prognosis, and medical treatment. Often compared with the space programme, this vast enterprise still generates misgivings: this new power, which human beings now have, to modify the genetic heritage of living creatures raises fundamentally new ethical questions - and society as a whole will have to find the answers. In fact, the accelerating pace of scientific and technical progress seems to be reviving atavistic anxieties, some rational, others less so. Recent public-health crises, including the mad cow disease' scare, which lasted into 2000, have fuelled these fears. The public's rejection of GMOs (Genetically Modified Organisms) - verging on a crusade in some countries - tells its own story. As regards conflict, 2000 saw the Middle East peace process grind to a halt, and the Intifada resume. In Europe, the situation in Kosovo and Chechnya, both the scenes of fighting in 1999, stayed precarious. Peace and democracy did score some successes, however, particularly in Europe: the centre-left's victory in Croatia, sweeping former President Tudjman's party off the scene, the democratic party's triumph in Bosnia, and the fall of the Milosevic regime in Serbia.
