Book Diplomatic Law

    Book Details:
  • Author : Eileen Denza
  • Publisher : Oxford University Press
  • Release : 2016
  • ISBN : 0198703961
  • Pages : 472 pages

Download or read book Diplomatic Law written by Eileen Denza and published by Oxford University Press. This book was released on 2016 with total page 472 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 1961 Vienna Convention on Diplomatic Relations has for over 50 years been central to diplomacy and applied to all forms of relations among sovereign States. Participation is almost universal. The rules giving special protection to ambassadors are the oldest established in international law and the Convention is respected almost everywhere. But understanding it as a living instrument requires knowledge of its background in customary international law, of the negotiating history which clarifies many of its terms and the subsequent practice of states and decisions of national courts which have resolved other ambiguities. Diplomatic Law provides this in-depth Commentary. The book is an essential guide to changing methods of modern diplomacy and shows how challenges to its regime of special protection for embassies and diplomats have been met and resolved. It is used by ministries of foreign affairs and cited by domestic courts world-wide. The book analyzes the reasons for the widespread observance of the Convention rules and why in the special case of communications - where there is flagrant violation of their special status - these reasons do not apply. It describes how abuse has been controlled and how the immunities in the Convention have survived onslaught by those claiming that they should give way to conflicting entitlements to access to justice and the desire to punish violators of human rights. It describes how the duty of diplomats not to interfere in the internal affairs of the host State is being narrowed in the face of the communal international responsibility to monitor and uphold human rights.

Book A Principled Approach to Language Assessment

Download or read book A Principled Approach to Language Assessment written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2020-09-19 with total page 113 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States is formally represented around the world by approximately 14,000 Foreign Service officers and other personnel in the U.S. Department of State. Roughly one-third of them are required to be proficient in the local languages of the countries to which they are posted. To achieve this language proficiency for its staff, the State Department's Foreign Service Institute (FSI) provides intensive language instruction and assesses the proficiency of personnel before they are posted to a foreign country. The requirement for language proficiency is established in law and is incorporated in personnel decisions related to job placement, promotion, retention, and pay. A Principled Approach to Language Assessment: Considerations for the U.S. Foreign Service Institute evaluates the different approaches that exist to assess foreign language proficiency that FSI could potentially use. This report considers the key assessment approaches in the research literature that are appropriate for language testing, including, but not limited to, assessments that use task-based or performance-based approaches, adaptive online test administration, and portfolios.

Book Race and Ethnicity in America 4 volumes

Download or read book Race and Ethnicity in America 4 volumes written by Russell M. Lawson and published by Bloomsbury Publishing USA. This book was released on 2019-10-11 with total page 1471 pages. Available in PDF, EPUB and Kindle. Book excerpt: Divided into four volumes, Race and Ethnicity in America provides a complete overview of the history of racial and ethnic relations in America, from pre-contact to the present. The five hundred years since Europeans made contact with the indigenous peoples of America have been dominated by racial and ethnic tensions. During the colonial period, from 1500 to 1776, slavery and servitude of whites, blacks, and Indians formed the foundation for race and ethnic relations. After the American Revolution, slavery, labor inequalities, and immigration led to racial and ethnic tensions; after the Civil War, labor inequalities, immigration, and the fight for civil rights dominated America's racial and ethnic experience. From the 1960s to the present, the unfulfilled promise of civil rights for all ethnic and racial groups in America has been the most important sociopolitical issue in America. Race and Ethnicity in America tells this story of the fight for equality in America. The first volume spans pre-contact to the American Revolution; the second, the American Revolution to the Civil War; the third, Reconstruction to the Civil Rights Movement; and the fourth, the Civil Rights Movement to the present. All volumes explore the culture, society, labor, war and politics, and cultural expressions of racial and ethnic groups.

Book Strengthening Forensic Science in the United States

Download or read book Strengthening Forensic Science in the United States written by National Research Council and published by National Academies Press. This book was released on 2009-07-29 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. While this book provides an essential call-to-action for congress and policy makers, it also serves as a vital tool for law enforcement agencies, criminal prosecutors and attorneys, and forensic science educators.
