Book excerpt: From Meteorite Impact to Constellation City is a historical geography of the City of Greater Sudbury. The story that began billions of years ago encompasses dramatic physical and human events. Among them are volcanic eruptions, two meteorite impacts, the ebb and flow of continental glaciers, Aboriginal occupancy, exploration and mapping by Europeans, exploitation by fur traders and Canadian lumbermen and American entrepreneurs, the rise of global mining giants, unionism, pollution and re-greening, and the creation of a unique constellation city of 160,000. The title posits the book’s two main themes, one physical in nature and the other human: the great meteorite impact of some 1.85 billion years ago and the development of Sudbury from its inception in 1883. Unlike other large centres in Canada that exhibit a metropolitan form of development with a core and surrounding suburbs, Sudbury developed in a pattern resembling a cluster of stars of differing sizes. Many of Sudbury’s most characteristic attributes are undergoing transformation. Its rocky terrain and the negative impact from mining companies are giving way to attractive neighbourhoods and the planting of millions of trees. Greater Sudbury’s blue-collar image as a union powerhouse in a one-industry town is also changing; recent advances in the fields of health, education, retailing, and the local and international mining supply and services sector have greatly diversified its employment base. This book shows how Sudbury evolved from a village to become the regional centre for northeastern Ontario and a global model for economic diversification and environmental rehabilitation.

Culture and leisure are focal points both to local entrepreneurship and to planning by city governments, which means that these developments are subject to market dynamics as well as to political discourse and action. Public-private partnerships as well as conflicts of interests characterise the field, and a major issue related to the strategic development of culture and leisure is the balance between market and welfare. This field is gaining importance in most cities today in planning, production and consumption, but to the extent that these changes have drawn academic attention it has focused on large, metropolitan areas and on creative clusters and flagship high culture projects. Smaller cities and their often substantively different cultural strategies have been largely ignored, thus leading to a huge gap in our knowledge on contemporary urban change. By bringing together a number of case studies as well as theoretical reflections on the cultural political economy of small cities, this volume contributes to an emerging small cities research agenda and to the development of policy-relevant expertise that is sensitive to place-specific cultural dynamics. In taking this approach, the volume hopes to contribute to emerging research on culture and leisure economies by developing a differentiated spatial dimension to it, without which sustainable urban strategies cannot be developed. This book integrates perspectives of economic development with questions of governance and equity in relation to the fields of culture and leisure planning and development. Due to their high density, cities are the primary sites for opportunities in economic prosperity, green innovation, and cultural activity, and also for critical challenges in homelessness and extreme poverty, air pollution, Indigenous-municipal relationship-building, racial injustice, and transportation gridlock. While city governments are at the forefront of mitigating the challenges of urban life, they are given insufficient power to effectively attend to public needs.
