Voices to intervene have been raised and quick connections to the massacres in Rwanda in 1994 are made. The fact that the Sudanese people have been suffering from almost 40 years of intermitted civil war seems to play at best an inferior role. Despite the neglect by a vast majority of the public the southern regions are just recovering from devastating civil war and peace is still fragile. The transition to a democratic system is far from being realized, droughts have increased nutrition problems in the South and the revenues from economic growth are distributed very unevenly. In addition to these problems, neighbouring states are either dictatorships with rivalling interests, in a period of uncertain transition or former stable states such as Chad and Kenya which are tumbling towards domestically crisis. Nevertheless to understand the aims of the opposing actors and how these conflicts were able to develop it is necessary to have a close look on Sudan's recent past. The essay covers Sudan's way from a British colony to its independence, followed and accompanied by two severe civil wars and their reasons up to the Darfur crisis today. In the second part the author analyses the aims of the different, local, national and international actors and assesses reasonable strategies for a lasting peace in Sudan. Book excerpt: The civil war that has intermittently raged in the Sudan since independence in 1956 is, according to Francis Deng, a conflict of contrasting and seemingly incompatible identities in the Northern and Southern parts of the country. Identity is seen as a function of how people identify themselves and are identified in racial, ethnic, cultural, linguistic, and religious terms. The identity question related to how such concepts determine or influence participation and distribution in the political, economic, social, and cultural life of the country. War of Visions aims at shedding light on the anomalies of the identity conflict. The competing models in the Sudan are the Arab-Islamic mold of the North, representing two-thirds of the country in territory and population, and the remaining Southern third, which is indigenously African in race, ethnicity, culture, and religion, with an educated Christianized elite. But although the North is popularly defined as racially Arab, the people are a hybrid of Arab and African elements, with the African physical characteristics predominating in most tribal groups. This configuration is the result of a historical process that stratified races, cultures, and religions, and fostered a "passing" into the Arab-Islamic mold that discriminated against the African race and cultures. The outcome of this process is a polarization that is based more on myth than on the realities of the situation. The identity crisis has been further complicated by the fact that Northerners want to fashion the country on the basis of their Arab- Islamic identity, while the South is decidedly resistant. Francis Deng presents three alternative approaches to the identity crisis. First, he argues that by bringing to the surface the realities of the African elements of identity in the North-- thereby revealing characteristics shared by all Sudanese--a new basis for the creation of a common identity could be established that fosters equitable

Pairing a historical perspective with a shrewd understanding of today’s political landscape, Snyder contends that South Korea’s best strategy remains investing in a robust alliance with the United States. Snyder begins with South Korea’s effort in the 1960s to offset the risk of abandonment by the United States during the Vietnam War and the subsequent crisis in the alliance during the 1970s. Despite its rise as a leader in international financial, development, and climate-change forums, South Korea will likely still require the commitment of the United States to guarantee its security. Although China is a tempting option, Snyder argues that only the United States is both credible and capable in this role. South Korea remains vulnerable relative to other regional powers in northeast Asia despite its rising profile as a middle power, and it must balance the contradiction of desirable autonomy and necessary alliance.

It examines major river basin development underway in the semi-arid borderlands of Ethiopia, Kenya and South Sudan and its disastrous human rights consequences for a half-million indigenous people. The volume traces the historical origins of Gibe III megadam construction along the Omo River in Ethiopia—in turn, enabling irrigation for commercial-scale agricultural development and causing radical reduction of downstream Omo and (Kenya's) Lake Turkana waters. Presenting case studies of indigenous Dasanech and northernmost Turkana livelihood systems and Gibe III linked impacts on them, the author predicts agropastoral and fishing economic collapse, region-wide hunger with exposure to disease epidemics, irreversible natural resource destruction and cross-border interethnic armed conflict spilling into South Sudan. The book identifies fundamental failings of government and development bank impact assessments, including their distortion or omission of mandated transboundary assessment, cumulative effects of the Gibe III dam and its linked Ethiopia-Kenya energy transmission 'highway' project, key hydrologic and human ecological characteristics, major earthquake threat in the dam region and widespread expropriation and political repression. Violations of internationally recognized human rights, especially by the Ethiopian government but also the Kenyan government, are extensive and on the increase—with collaboration by the development banks, in breach of their own internal operational procedures. A policy crossroads has now emerged. The author presents the alternative to the present looming catastrophe—consideration of development suspension in order to undertake genuinely independent transboundary assessment and a plan for continued development action within a human rights framework—forging a sustainable future for the indigenous peoples now directly threatened and for their respective eastern Africa states. Claudia Carr’s book is a treasure of detailed information gathered over many years concerning river basin development of the Omo River in Ethiopia and its impact on the peoples of the lower Omo Basin and the Lake Turkana region in Kenya. It contains numerous maps, charts, and photographs not previously available to the public. The book is highly critical of the environmental and human rights implications of the Omo River hydropower projects on both the local ethnic communities in Ethiopia and on the downstream Turkana in Kenya. The 2005 Comprehensive Peace Agreement guarantees a referendum on self determination for Southern Sudan, which is scheduled for January 2011. The agreement ended a 20-year old civil war pitting the indigenous population against successive Arab Muslim regimes in Khartoum. By the late 1990s, the international community had largely judged the war insoluble and turned its attention elsewhere. Following the terrorist attacks of September 11, 2001, a peace process between the government of Sudan and the Sudan People's Liberation Movement and Army (SPLM/A) took hold. Waging Peace in Sudan shows how that war, which ultimately claimed two million deaths and twice as many displaced, was finally brought to an end. The talks were facilitated by Intergovernmental Authority on Development under Kenyan leadership, and supported by a 'Troika' of the US, UK, and Norway - whose intense engagement in the negotiations was critical for reaching the peace agreement in January 2005. Although the cast of characters in this drama ranged from President George W. Bush and Secretary of State Colin Powell to unnamed officials in East African hotels, two figures stood out: the SPLM/A Chairman, Dr. John Garang, and Ali Osman Taha, First Vice President of Sudan. Norwegian Minister of International Development Hilde F. Johnson's personal relationships with these two leaders gave her unique access and provided the basis for her pivotal role in the negotiations. She was party to virtually all their deliberations throughout this crucial period of Sudanese and African history. Waging Peace in Sudan describes this process from a unique, insider's perspective. Johnson's account provides a level of detail seldom achieved in works of contemporary African history and diplomacy. Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan’s peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing “robustness” of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support.
