Book excerpt: Succession planning is a term that refers to the systematic and methodological efforts an organization uses to plan for organizational stability and proficiency. Organizations must provide employees the training, experiences, and knowledge required to assume positions of increased responsibility when those jobs are vacated. Agencies should strive to create a diversified pool of qualified candidates to avoid a talent gap, workforce shortages, or a loss of agency knowledge. Over the past fifteen years, the Federal Government has continued to highlight the need to take a proactive approach to succession planning by first identifying the skill sets needed for critical positions and then developing their future leaders. With a limited number of new employees entering civil service and projected retirements over the next several years, it is essential that agencies quickly prioritize succession planning strategies to train and prepare employees to assume critical acquisition positions, such as the Contracting Officer (CO) role. COs are the only individuals with authority to procure goods and services on the Government’s behalf and therefore occupy positions classified as inherently governmental functions. This research study explored the lack of succession planning at DoN agencies in Southern MD and the impact of the failure to create a multi-generational pipeline of qualified candidates who can compete for CO positions as they are vacated.

It provides a venue for an orderly transition of command and control responsibilities to a designated person who is preselected and groomed to take on higher responsibilities with minimal to no disruption of ongoing operations in case the incumbent leaves his/her position. Aberdeen Proving Ground (APG) in Maryland is a very large army installation with 43 major organizations and 28 suborganizations as tenants. Most of these organizations manage a significant amount of acquisition-related projects. Because of the diversity of their missions and functions, as well as the projected shortage of acquisition-related funding in future years, it is essential for these organizations to have a well developed and executed succession plan for a smooth transition of leadership. This study was conducted to determine whether selected federal agencies at APG have succession plans in place to identify and prepare their talented employees for future senior-level positions. Data for the study were obtained through both written surveys and interviews of key personnel of select federal agencies at APG between Feb. 16 and March 14, 2011. A key finding from the survey was that none of the participating agencies had any type of formal succession plan in place for several reasons. Most of them, however, recognized the importance of succession planning and were following informal processes to prepare their key personnel for senior level positions in their organizations."--Page vii.

As the leadership shortages continue to grow, it has become imperative that an effective succession plan is in place. The purpose of this study was to explore increased attrition rates among leaders within government organizations, and the impact this has on maintaining operational efficiency. The researcher employed a quantitative research method with a correlational design to determine relationships among the variables. Findings revealed a weak, yet significant relationship among employee perception of national leadership development programs and succession planning as they relate to workforce generation, employee development, and work-life balance, with at least one of the instruments used.
