It provides a venue for an orderly transition of command and control responsibilities to a designated person who is preselected and groomed to take on higher responsibilities with minimal to no disruption of ongoing operations in case the incumbent leaves his/her position. Aberdeen Proving Ground (APG) in Maryland is a very large army installation with 43 major organizations and 28 suborganizations as tenants. Most of these organizations manage a significant amount of acquisition-related projects. Because of the diversity of their missions and functions, as well as the projected shortage of acquisition-related funding in future years, it is essential for these organizations to have a well developed and executed succession plan for a smooth transition of leadership. This study was conducted to determine whether selected federal agencies at APG have succession plans in place to identify and prepare their talented employees for future senior-level positions. Data for the study were obtained through both written surveys and interviews of key personnel of select federal agencies at APG between Feb. 16 and March 14, 2011. A key finding from the survey was that none of the participating agencies had any type of formal succession plan in place for several reasons. Most of them, however, recognized the importance of succession planning and were following informal processes to prepare their key personnel for senior level positions in their organizations."--Page vii.

The legacies of these conflicts have serious implications for how the United States will wage war in the future. Yet there is a stunning lack of introspection about these conflicts. Never in modern U.S. history has the military been at war for so long. And never in U.S. history have such long wars demanded so much of so few. The legacy of wars without end include a military that feels the painful effects of war but often feels alone. The public is less connected to the military now than at any point in modern U.S. history. The national security apparatus seeks to pivot away from these engagements and to move on to the next threats—notably those emanating from China and Russia. Many young Americans question whether it even makes sense to invest in the military. At best, there are ad hoc, unstructured debates about Iraq or Afghanistan. Simply put, there has been no serious, organized stock-taking by the public, politicians, opinion leaders, or the military itself of this inheritance. Despite being at war for the longest continuous period in its history, the military is woefully unprepared for future wars. But the United States cannot simply hit the reset button. This book explores this inheritance by examining how nearly two decades of war have influenced civil-military relations, how the military goes to war, how the military wages war, who leads the military and who serves in it, how the military thinks about war, and above all, the enduring impact of these wars on those who waged them. Many of the issues are not new and have been noted by similar reviews. The Steering Group believes an effective MOD is one which builds on the strengths of the individual Services and the Civil Service and does so within a single Defence framework that ensures the whole is more than the sum of its parts. A key driver for this review has been the Department's over-extended programme, to which the existing departmental management structure and management structure and behaviours contributed. Many of the Steering Group's proposals are designed to help prevent the Department from getting into such a poor financial position in the future and to put it in the position to make real savings. There are 53 recommendations the key ones of which are: to create a new and smaller Defence Board chaired by the Defence Secretary to strengthen top level decision making; to clarify the responsibilities of senior leaders, including the Permanent Secretary and the Chief of the Defence Staff; make the Head Office smaller and more strategic, to make high level balance of investment decisions, set strategic direction and a strong corporate framework; focus the Service Chiefs on running their Services and empower them to perform their role effectively with greater freedom to manage; strengthen financial and performance management throughout the Department to ensure future plans are affordable; create a 4 star led Joint Forces Command; create single, coherent Defence Infrastructure and Defence Business Services organisations; manage and use less senior military and civil personnel more effectively, people staying in post longer, more transparent and joint career management.

An extensive review of literature within the hospitality industry was conducted to examine implications that possibly crossover into military dining facilities. Research was reviewed in talent management, employee development programs, and succession planning in order to assess how managers are developed within an organization. Military development programs, policies, and procedures were reviewed to see what guidelines are currently being used. Two different online surveys were distributed to two groups of enlisted personnel within the 3M career field. The results from this study indicate enlisted members within the 3M career field believe talent identification occurs, Airmen and Non-commissioned Officers are mostly satisfied with employee development, and Senior Non-commissioned Officers believe there should be some improvements to the succession process.
