Book excerpt: The purpose of the study is to identify the perceived successful practices that led to improved teacher recruitment, preparation and retention efforts within the nine universities of The Texas A & M University System brought about by the Regents' Initiative for Excellence in Education. The data for this study, gathered through interviews, document reviews and observation, revealed that the Regents' Initiative was considered by project directors to be a challenging but rewarding educational reform initiative. The lessons learned through the experience reflect the general findings common to the research literature on school-university partnerships. Research findings of this study revealed that the successful implementation of the Regents' Initiative involved strategies to overcome challenges and develop processes for recruiting, improving teacher preparation and teacher retention. Selecting the right person as the teacher recruiter was paramount to the successful attainment of A & M System university teacher recruitment goals. Operationalizing teacher recruiting included developing recruiting targets, organizing data management, tracking student recruits in the teacher preparation pipeline and periodically reporting progress to stakeholders. Quality improvement of teacher preparation involved recruiting higher achieving high school and community college students, setting higher standards for teacher candidate performance and aligning course curriculum within the college of education and with community college partners to the state standards. Institutional leadership was required to promote and build meaningful partnerships combining efforts to recruit, prepare and retain quality teachers in the profession. A & M System institutions developed a communications campaign to build legislative, institutional and public awareness and support of the Initiative. Institutional involvement was broadened by providing opportunities for interaction between arts and sciences faculty and college of education faculty through collaborative research grants, presentation conferences and symposia. Finally, the successes were celebrated with all stakeholders, and rewards were provided to those who made significant contributions to the effort.

Book excerpt: This study identifies differences in perceptions between three stakeholder groups - principals, K-12 teachers, and parents - regarding the effect of workplace conditions on teacher attrition. An electronic questionnaire was sent to 15 of Utah's 41 school districts. Sampling efforts yielded completed surveys from 93 principals, 2003 teachers and 495 parents. All three groups agreed that workplace conditions are important, but the greatest disagreements occurred in perceptions of (a) teacher involvement in decision-making, (b) protection of teacher preparation time, (c) administration's management of student discipline, (d) adequacy of resource availability, (e) the degree to which a trusting and supportive school environment existed within the school, and (f) whether teachers' expectations were reasonable. Overall, principals believed that work conditions are relatively good for teachers, while many teachers disagreed with these perceptions. The study also examined factors that influence science, technology, engineering and math (STEM) university students' willingness to consider teaching as a career. A total of 4,743 university students majoring in STEM fields from Brigham Young University completed the survey (31%) and although very few of these students initially consider this profession, we identified four factors using predictive modeling that are strongly associated with these students' willingness to consider teaching and their belief that teaching might be their best career option. Results indicated that STEM university students were more likely to consider teaching when they believed teaching is something they would be good at, others encouraged them to be a teacher, when family encourages them to teach, and when teachers they know inspire them. Results from this study indicate that small salary bonuses would likely not entice students in STEM subjects to become teachers. Less impactful factors included gender and individual beliefs about the respectability of the profession. Additionally, this study found these students less likely to consider work conditions for teachers when making career choices. This study concludes with several implications that can inform and possibly improve the recruitment and leadership preparation programs at Institutes of Higher Education.

Book excerpt: Nationally, teachers leave the profession at rates of up to and beyond 50% after five years of service. Archival data from 2000 and 2005 was analyzed for a major suburban school district in Texas that hired 1,310 first year teachers from three routes to certification including 46% who completed a traditional route and already held a standard teaching certificate, 36% who were participating in the district's in-house Alternative/Accelerated Teacher Certification Program (ATCP), and 18% who were participating in external Alternative/Accelerated certification route programs. Although retention rates varied for each certification route after one to five years of service, teachers who were participating in the district ATCP had the highest overall retention rate at the five year mark with 60% of teachers remaining employed in the district. Teachers certified through the traditional route had a 54% retention rate at five years and teachers from external route programs stayed in the district at a 51% retention rate.

The three studies included in this dissertation use exploratory mixed-methods and qualitative research designs to understand experiences of Texas high school science teachers at the entry stage of the teacher professional continuum (TPC): recruitment. Little is understood about the relationship between recruitment, job satisfaction and retention of teachers. A conceptual framework (i.e., teacher-to-school match, realistic job previews, decision factors) was used to guide the inquiry process and help draw connections between the literature and findings from this study regarding teacher recruitment, job satisfaction, and retention. This research was completed in collaboration with the PRISE Research Group at Texas A&M University. The first study describes recruitment activities of new-to-school science teachers for their current positions. A content analysis of teachers' interviews suggested that schools are not maximizing valuable resources supporting teacher-to-school match and realistic job previews (RJP). Further analyses indicated teachers' interview experiences and participation in various types of RJP activities were associated with minority student enrollment profile (MSEP) and size of school. The second study explores reasons for teachers' decisions to accept their positions. New-to-school teachers indicated 12 categories of reasons. Subjective factors relating to non-pecuniary aspects of the job were reported by teachers more frequently than objective or critical contact factors. Teachers' responses for accepting their positions were found to be associated with MSEP and size of school. The third study describes recruitment experiences of highly satisfied and retained new-to-school teachers. Trends were identified regarding teachers' match to schools, engagement in RJP activities, and use of decision factors. Findings from this study direct researchers towards new questions with regard to teacher recruitment as a leveraging factor for job satisfaction and retention. The final chapter provides a summary of all three studies. Recommendations are made to stakeholders regarding progressive recruitment practices and policies for high school science teachers. Concurrently, themes in this chapter provide researchers with a topology for the design of future studies addressing teacher shortages on campus using the initial stage of the TPC: recruitment. Book excerpt: The United States' failure to educate its students leaves them unprepared to compete and threatens the country's ability to thrive in a global economy and maintain its leadership role. This report notes that while the United States invests more in K-12 public education than many other developed countries, its students are ill prepared to compete with their global peers. According to the results of the 2009 Program for International Student Assessment (PISA), an international assessment that measures the performance of 15-year-olds in reading, mathematics, and science every three years, U.S. students rank fourteenth in reading, twenty-fifth in math, and seventeenth in science compared to students in other industrialized countries. The lack of preparedness poses threats on five national security fronts: economic growth and competitiveness, physical safety, intellectual property, U.S. global awareness, and U.S. unity and cohesion, says the report. Too many young people are not employable in an increasingly high-skilled and global economy, and too many are not qualified to join the military because they are physically unfit, have criminal records, or have an inadequate level of education. The report proposes three overarching policy recommendations: implement educational expectations and assessments in subjects vital to protecting national security; make structural changes to provide students with good choices; and, launch a "national security readiness audit" to hold schools and policymakers accountable for results and to raise public awareness.
