Why does this happen? Breaking new ground in the study of representation, The Impression of Influence demonstrates how legislators skillfully inform constituents with strategic communication and how this facilitates or undermines accountability. Using a massive collection of Congressional texts and innovative experiments and methods, the book shows how legislators create an impression of influence through credit claiming messages. Anticipating constituents' reactions, legislators claim credit for programs that elicit a positive response, making constituents believe their legislator is effectively representing their district. This spurs legislators to create and defend projects popular with their constituents. Yet legislators claim credit for much more—they announce projects long before they begin, deceptively imply they deserve credit for expenditures they had little role in securing, and boast about minuscule projects. The first book was an abridged version of Grabo’s 1972 manuscript, of which only 200 pages were allowed to be published by the government. The second book was published after it was agreed that the last 10 chapters would remain classified. These final 10 chapters have recently been released by the government and complete the manuscript as it was originally intended to be published by the author in 1972. The Handbook of Warning Intelligence was written during the cold war and was classified for 40 years. Originally written as a manual for training intelligence analysts, it explains the fundamentals of intelligence analysis and forecasting, discusses military analysis, as well as the difficulties in understanding political, civil, and economic analysis and assessing what it means for analysts to have "warning judgment." Much of what Grabo wrote in her book seems to appear in many of the numerous commission reports that emerged after the 9/11 attacks. However, her book was written in response to the "surprise attack" of the Soviet Union's invasion of Czechoslovakia in 1968. According to the author, that event was no surprise. And while analysts have to take some of the blame for their failure to strenuously present their case that the threat was real and imminent, what occurred was a failure by policymakers to listen to the warning intelligence reports that were written at the time. In these last chapters, Grabo discusses scenarios where the United States will need to take action, especially describing Soviet indicators of such action. She also talks on how to influence policymakers to take, or not take, action based on intelligence. After the Soviet Union fell, the government was hesitant to release this information—especially considering what's going on with Putin today.

Book excerpt: The Roman de la rose in its Philosophical Context offers a new interpretation of the long and complex medieval allegorical poem written by Guillaume de Lorris and Jean de Meun in the thirteenth century, a work that became one of the most influential works of vernacular literature in the European Middle Ages. The scope and sophistication of the poem's content, especially in Jean's continuation, has long been acknowledged, but this is the first book-length study to offer an in-depth analysis of how the Rose draws on, and engages with, medieval philosophy, in particular with the Aristotelianism that dominated universities in the thirteenth century. It considers the limitations and possibilities of approaching ideas through the medium of poetic fiction, whose lies paradoxically promise truth and whose ambiguities and self-contradiction make it hard to discern its positions. This indeterminacy allows poetry to investigate the world and the self in ways not available to texts produced in the Scholastic context of universities, especially those of the University of Paris, whose philosophical controversies in the 1270s form the backdrop against which the poem is analysed. At the heart of the Rose are the three ideas of art, nature, and ethics, which cluster around its central subject: love.
