This book demonstrates the increasing significance of the EU in the management of European economies. It argues that state subsidization is the only remaining effective form of state intervention because, in the integrated European market, state aid - ranging from investment and export aid to special tax concessions - has become the only instrument that can be used to favour and protect national industries. This makes the control of state subsidization more important than ever, and the European Community's attempts to increase this control since the mid-1970s tell an intriguing story of fierce intergovernmental bargaining, business lobbying and increasingly assertive EC/EU institutions. The argument is supported by evidence of the evolution of European policy and by case studies of sectoral aid regimes and their transformation in interaction with EU policy. This book will be of use to students and scholars of the economics and politics of Western Europe and regional and public policy.

Government assistance to firms can have a substantial impact on competition. Competition policy naturally extends, therefore, to policies designed to control subsidies. But what exactly is a subsidy? Government interventions of all kinds (including interventions through payments, taxes, regulation, deregulation or the provision of public goods) can affect competition between firms. Which of these interventions should count as subsidies? Short of a full cost-benefit analysis is it possible to identify and control harmful subsidies? Different methods for controlling subsidies focus on different ways of slicing this problem. The European Union controls on state aid focus on financial transfers to selected firms in a country. Other approaches are possible. Some countries, following the lead of the EC, are expanding their competition law to include controls on subsidies of various forms. This document consists of a background paper by the Secretariat, submissions from 8 OECD countries and a summary of the oral discussion.

The analysis synthesizes political science, economics and American history to demonstrate how the two-party system is the artificial creation of a network of laws, restrictions and subsidies that favor the Democrats and Republicans and cripple potential challenges. The American Founders, as it has been generally forgotten, distrusted political parties. Nowhere in the U.S. Constitution are parties mentioned, much less given legal protection or privilege. This provocative book traces how by the end of the Civil War the Republicans and Democrats had guaranteed their dominance and subsequently influenced a range of policies developed to protect the duopoly. He addresses such compelling questions as: Why do policymakers bestow benefits on these groups in some areas of public policy but refrain from doing so in others? Why are benefits given to these industries in one period but revoked at a later time? What conditions and processes shape policymakers' postures toward particular interests, and why do they sometimes change? Mucciaroni compares and contrasts four policy areas—tax incentives, anti-competitive regulations, trade barriers, and agricultural subsidies—where it is possible for interest groups to gain substantial benefits while paying little of the costs. He finds that the fortunes of these groups vary considerably across policies and over time. In explaining these patterns, Mucciaroni argues that interest group fortunes are not shaped so much by the interest groups themselves or their political activities, but rather by what he calls the "issue and institutional contexts." The kinds of issues that become salient, how they are defined in policy debates, and the different institutional arrangements for making policy choices all have a powerful impact on group fortunes. The comparative case study approach allows the author to build generalizations about the relationship between issues, institutions, interests, and policy without sacrificing the rich and nuanced insights found in single case studies.
