Book excerpt: It has become apparent that the market diffusion of systems using new and renewable sources of energy such as solar systems, wind energy converters etc. is taking place more slowly than expected (see e.g. Jochem et al. 1986, p. 338). This indicates that various barriers to the market introduction of such technologies have been underestimated. This hypothesis is supported by the accelerating effect of strong financial incentives on market diffusion rates of wind energy systems in such countries as Denmark and the USA (see Jochem et al. 1986, p. 340f). It is often pointed out that the macroeconomic and social advantages of new energy technologies such as environmental attractiveness, reduction of dependence on energy imports, or resource preservation and the hidden costs of conventional energy systems are not adequately represented in microeconomic evaluations (see Wicke 1986, p. 12 or Solow 1982, p. 32). The general market pricing mechanism does not seem to work adequately in such cases. In any seriously distorted market, government has to compensate by internalizing the external effects of economic processes (see e.g. Solow 1982, p. 31 or Osterkamp/Schneider 1982, p. 27). Therefore, research efforts to estimate the full costs of energy systems to society are necessary. The knowledge of these full social costs of energy could enable government to take corrective action to help the market mechanism achieve an optimal allocation of resources.

Many of these negative effects are not reflected in energy market prices. When market failures like this occur, there may be a case for government interventions in the form of regulations, taxes, fees, tradable permits, or other instruments that will motivate recognition of these external or hidden costs. The Hidden Costs of Energy defines and evaluates key external costs and benefits that are associated with the production, distribution, and use of energy, but are not reflected in market prices. The damage estimates presented are substantial and reflect damages from air pollution associated with electricity generation, motor vehicle transportation, and heat generation. The book also considers other effects not quantified in dollar amounts, such as damages from climate change, effects of some air pollutants such as mercury, and risks to national security. While not a comprehensive guide to policy, this analysis indicates that major initiatives to further reduce other emissions, improve energy efficiency, or shift to a cleaner electricity generating mix could substantially reduce the damages of external effects. A first step in minimizing the adverse consequences of new energy technologies is to better understand these external effects and damages. The Hidden Costs of Energy will therefore be a vital informational tool for government policy makers, scientists, and economists in even the earliest stages of research and development on energy technologies.

Many types of subsidy, especially those that encourage the production and use of fossil fuel, and other non-renewable forms of energy, are harmful to the environment. They can also have high financial and economic costs, and often only bring few benefits to the people for whom they are intended.Removing, reducing or restructuring such energy subsidies is helpful for the environment and the economy at the same time. Potential social costs in terms of employment in the conventional energy industry or reduced access to energy could be addressed by redirecting the money formerly spent on subsidies to income support, health, environment, education or regional development programmes.Of course, subsidies can have certain positive consequences, particularly where they are aimed at encouraging more sustainable energy production and use. Temporary support for renewable energy and energy-efficient technologies to overcome market barriers, and measures to improve poor or rural households' access to modern, commercial forms of energy, for instance, could be positive measures in support of sustainable development.Based on ground-breaking work undertaken by UNEP and the International Energy Agency, this book aims to raise awareness of the actual and potential impacts of energy subsidies and provide guidance to policy-makers on how to design and implement energy-subsidy reforms. It provides methodologies for analysing the impact of subsidies and their reform, and reviews experiences with energy subsidies in a number of countries and regions. Emphasis is given to subsidies, such as feed-in tariffs, competitive bidding processes and tradable green certificates to stimulate the use of renewables in the production of electricity. When policy-makers are asked to choose the instrument(s) to internalise the externalities in the electricity production, they have to find a solution that gives the best outcome in terms of efficiency, cost minimisation, impact on the job market, security of energy supply, equity of the instrument, technological innovation, certainty of the level of the internalisation, and feasibility. The choice of the instrument will require some trade-offs among these criteria. Conjoint choice analysis can help in investigating how stakeholders and policy makers trade off the criteria when choosing a policy for the internalisation of the externalities. In this paper we present the first results of a questionnaire that employs conjoint choice questions to find out how policy makers and stakeholders of the electricity market trade off some socio-economic aspects in the selection of the policy instruments for the internalisation of the externalities. The results of this first set of interviews will be useful for further research.

Book excerpt: This summary report presents the key results from the study on 'Energy costs, taxes and the impact of government interventions on investments in the energy sector' which brings together the findings of detailed task reports addressing: (1) the cost of energy (LCOE); (2) network costs; (3) external costs of energy; (4) energy taxes; (5) energy subsidies; and, (6) energy investments. This summary report also introduces three new synthesis analyses. The first analysis sums the results from (1)+(2)+(3) above to estimate a 'total cost of energy' per electricity technology. This shows that in the EU, wind energy, hydropower and nuclear power are the lowest cost technologies, whilst the fossil fuel technologies and biomass have the highest costs. The second analysis addresses energy taxes (4) and subsidies (5) and shows that subsidies to renewable energy are largely recovered through charges to consumers, and that tax revenues and their linked subsidies tend to move in tandem. The third analysis, compares the results of (3) and (4) to analyse the extent to which energy taxation compares to (internalises) the external costs identified in this work, it shows that for the EU27, consumption taxes for electricity are equivalent to around 50-60% of the external costs of electricity.

Book excerpt: This paper provides a comprehensive global, regional, and country-level update of: (i) efficient fossil fuel prices to reflect their full private and social costs; and (ii) subsidies implied by mispricing fuels. The methodology improves over previous IMF analyses through more sophisticated estimation of costs and impacts of reform. Globally, fossil fuel subsidies were $5.9 trillion in 2020 or about 6.8 percent of GDP, and are expected to rise to 7.4 percent of GDP in 2025. Just 8 percent of the 2020 subsidy reflects undercharging for supply costs (explicit subsidies) and 92 percent for undercharging for environmental costs and foregone consumption taxes (implicit subsidies). Efficient fuel pricing in 2025 would reduce global carbon dioxide emissions 36 percent below baseline levels, which is in line with keeping global warming to 1.5 degrees, while raising revenues worth 3.8 percent of global GDP and preventing 0.9 million local air pollution deaths. Accompanying spreadsheets provide detailed results for 191 countries.
