His second book co-authored with Manuel, Reconciliation Manifesto, won the B.C. Book Prize for non-fiction.

Book excerpt: In December 1961 the formation of Umkhonto We Sizwe, the Military Wing of the African National Congress (ANC) was formed under the leadership of Nelson Mandela. In its founding manifesto MK declared that 'the time comes in the life of any nation when there remains only two choices - submit or fight. That time has has now come to SA. We shall not submit and we have no choice but to hit back by all means in our power in defence of our people, our future and our freedom'. In 1990 the SA Government decided to enter into political negotiations with the ANC. As MK was under the political control of the ANC it had to become part of the negotiations. When the negotiation process begun there was a concern that the armed formations may not be willing to negotiate and that these could attack each other and thereby undermine the negotiation process. However, in the same way that political negotiations were led by the ANC, MK played a significant role in the process of military negotiations. At that point in time, MK faced similar choices faced the generation of Mandela: Submit or Fight. The MK leadership agreed to Negotiate! This led to a peaceful political transition at all levels.

Book excerpt: Does the spread of democracy really contribute to international peace? Successive U. S. administrations have justified various policies intended to promote democracy not only by arguing that democracy is intrinsically good but by pointing to a wide range of research concluding that democracies rarely, if ever, go to war with one another. To promote democracy, the United States has provided economic assistance, political support, and technical advice to emerging democracies in Eastern and Central Europe, and it has attempted to remove undemocratic regimes through political pressure, economic sanctions, and military force. In Electing to Fight, Edward Mansfield and Jack Snyder challenge the widely accepted basis of these policies by arguing that states in the early phases of transitions to democracy are more likely than other states to become involved in war. Drawing on both qualitative and quantitative analysis, Mansfield and Snyder show that emerging democracies with weak political institutions are especially likely to go to war. Leaders of these countries attempt to rally support by invoking external threats and resorting to belligerent, nationalist rhetoric. Mansfield and Snyder point to this pattern in cases ranging from revolutionary France to contemporary Russia. Because the risk of a state's being involved in violent conflict is high until democracy is fully consolidated, Mansfield and Snyder argue, the best way to promote democracy is to begin by building the institutions that democracy requires—such as the rule of law—and only then encouraging mass political participation and elections. Readers will find this argument particularly relevant to prevailing concerns about the transitional government in Iraq. Electing to Fight also calls into question the wisdom of urging early elections elsewhere in the Islamic world and in China.

In the years after World War II, the integration of the armed forces was a touchstone in the homefront struggle for equality—though its importance is often overlooked in contemporary histories of the civil rights movement. Drawing on a wide array of sources, from press reports and newspapers to organizational and presidential archives, historian Christine Knauer recounts the conflicts surrounding black military service and the fight for integration. Let Us Fight as Free Men shows that, even after their service to the nation in World War II, it took the persistent efforts of black soldiers, as well as civilian activists and government policy changes, to integrate the military. In response to unjust treatment during and immediately after the war, African Americans pushed for integration on the strength of their service despite the oppressive limitations they faced on the front and at home. Pressured by civil rights activists such as A. Philip Randolph, President Harry S. Truman passed an executive order that called for equal treatment in the military. Even so, integration took place haltingly and was realized only after the political and strategic realities of the Korean War forced the Army to allow black soldiers to fight alongside their white comrades. While the war pushed the civil rights struggle beyond national boundaries, it also revealed the persistence of racial discrimination and exposed the limits of interracial solidarity.
