Book Strategic Decisionmaking in Cabinet Government

Download or read book Strategic Decisionmaking in Cabinet Government written by and published by World Bank Publications. This book was released on 1999-01-01 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Collective cabinet decisionmaking provides the institutional mechanism by which many governments prioritize their policies and guard against unpredictable policy reversals." - Mansood Ahmed, Vice President, Poverty Reduction and Economic Management Network, The World Bank The style and membership of cabinets vary in every country. The heads of democratic governments form a cabinet for three principal reasons: 1. The threat that the legislature will significantly amend the government's program as expressed in the budget proposals made by the executive. 2. The threat of dismissal between elections. 3. The risk that the executive will be seen by the public as having departed from a previous tradition of cabinet government and judged poorly as a result. 'Strategic Decisionmaking in Cabinet Government' shows that cabinet government is a rational response to these risks and sets out the institutional arrangements that make the cabinet a binding device. This report recognizes the significance of the budget process for collective decisionmaking, but moves beyond the simplistic assumption that tradeoffs in cabinet government can only be made by reallocating the budget. It supports practical approaches for assessing the strength of cabinet decisionmaking arrangements and for identifying practical steps to improve the prospect that decisions will be collectively binding.

Book excerpt: This Technical Assistance Report focuses on Botswana’s Medium-term Expenditure Framework (MTEF). The Government of Botswana has committed to introduce the MTEF by 2016. The MTEF will provide a more explicit linkage between National Development Plan priorities and budget allocations by adopting a medium-term budgeting horizon. An MTEF model based on a binding nominal expenditure ceiling covering 100 percent of government expenditure is appropriate. To support the commitment to the resource allocations approved under the MTEF, a number of prioritization, control, and accountability arrangements need to be put in place.

Download or read book Propriety and Honours written by Great Britain: Parliament: House of Commons: Public Administration Select Committee and published by The Stationery Office. This book was released on 2006-07-13 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee is conducting an inquiry into issues of propriety, transparency and accountability in the honours system in light of recent allegations that honours have been offered in return for loans to party funds and sponsorship of the Government's city academy schools and that loans have been made to political parties to avoid disclosure under the Political Parties, Elections and Referendums Act 2000. This report follows on from previous Committee reports on the subject published in July 2004 (HCP 212-I, session 2003-04, ISBN 0215018370) and March 2006 (HCP 1020, session 2005-06, ISBN 0215028252). This report sets out the Committee's provisional findings, notwithstanding a Metropolitan Police investigation into the allegations, having taken evidence from the Cabinet Secretary, Metropolitan Police officers and members of the House of Lords Appointments Commission. Findings include that, to improve transparency in the appointments process, citations for all honours should be published, particularly for higher honours, and there should be a declaration signed by the candidate stating clearly any financial connection to a political party. It recommends that the role, powers and independence of the Appointments Commission should be defined in statute, and that the Commission should consult with political parties and others about the criteria it uses to assess the probity of nominees.
