Book excerpt: Nearly three decades after the last order for a new nuclear power reactor in the United States, electric power companies plan to submit 20 applications in the next 18 months to the Nuclear Regulatory Commission (NRC) for licenses to build and operate new reactors. Since 1989, NRC has developed a new license review process that allows a power company to obtain a construction permit and an operating license through a single combined license (COL) based on one of a number of standard reactor designs. NRC expects its new process to enhance the efficiency and predictability of its reviews. GAO reviewed NRC's readiness to evaluate these applications by examining the steps NRC has taken to (1) prepare its workforce and manage its workload and (2) develop its regulatory framework and review process for new reactor activities. GAO reviewed NRC documents for new reactor workforce staffing and training, examined NRC's guidance for the review of license applications, interviewed NRC managers and representatives of nearly all of the COL applicants, and observed NRC's public meetings.

This report addresses the safety of land-based commercial nuclear power plants in the U.S. It demonstrates how the U.S. Government achieves and maintains a high level of nuclear safety worldwide by enhancing national measures and international cooperation, and by meeting the obligations of all the articles established by the Convention. These articles address the safety of existing nuclear installations, the legislative and regulatory framework, the regulatory body, responsibility of the licensee, priority to safety, financial and human resources, human factors, quality assurance, assessment and verification of safety, radiation protection, emergency preparedness, siting, design and construction, and operation. New to this update is a contribution by the Institute of Nuclear Power Operations (INPO) describing work done by the U.S. nuclear industry to ensure safety. Since the prime responsibility for the safety of a nuclear installation rests with the license holder, it was decided to involve the nuclear industry collectively through INPO, in explaining how the nuclear industry maintains and improves nuclear safety.

This White Paper sets out the Government's decision taken in response to the consultation. The Government believes it is in the public interest that new nuclear power stations should have a role to play in the country's future energy mix alongside other low-carbon sources; that energy companies should have the option of investing in them; and that the Government should take active steps to open up the way to the construction of new nuclear power stations. It will be for the energy companies to fund, develop and build the new stations, including meeting the full costs of decommissioning and their full share of waste management costs. Section 1 summarises the consultation process. Section 3 outlines the facilitative actions the Government will take to reduce the regulatory and planning risks associated with investing in new nuclear power stations. Book excerpt: Rising fossil fuel prices and concerns about greenhouse gas emissions are fostering a nuclear power renaissance and a revitalized uranium mining industry across the American West. In The Price of Nuclear Power, environmental sociologist Stephanie Malin offers an on-the-ground portrait of several uranium communities caught between the harmful legacy of previous mining booms and the potential promise of new economic development. Using this context, she examines how shifting notions of environmental justice inspire divergent views about nuclear power’s sustainability and equally divisive forms of social activism. Drawing on extensive fieldwork conducted in rural isolated towns such as Monticello, Utah, and Nucla and Naturita, Colorado, as well as in upscale communities like Telluride, Colorado, and incorporating interviews with community leaders, environmental activists, radiation regulators, and mining executives, Malin uncovers a fundamental paradox of the nuclear renaissance: the communities most hurt by uranium’s legacy—such as high rates of cancers, respiratory ailments, and reproductive disorders—were actually quick to support industry renewal. She shows that many impoverished communities support mining not only because of the employment opportunities, but also out of a personal identification with uranium, a sense of patriotism, and new notions of environmentalism. But other communities, such as Telluride, have become sites of resistance, skeptical of industry and government promises of safe mining, fearing that regulatory enforcement won’t be strong enough. Indeed, Malin shows that the nuclear renaissance has exacerbated social divisions across the Colorado Plateau, threatening social cohesion. Malin further illustrates ways in which renewed uranium production is not a socially sustainable form of energy development for rural communities, as it is utterly dependent on unstable global markets. The Price of Nuclear Power is an insightful portrait of the local impact of the nuclear renaissance and the social and environmental tensions inherent in the rebirth of uranium mining.
