In 1937, the Canadian confederation was broken. As the Depression ground on, provinces faced increasing obligations but limited funds, while the dominion had fewer responsibilities but lucrative revenue sources. The commission’s report proposed a bold new form of federalism based on the national collection and unconditional transfers of major tax revenues to the provinces. While the proposal was not immediately adopted, this incisive study demonstrates that the commission’s innovative findings went on to shape policy and thinking about federalism for decades.

The lesson is that economic growth does not magically solve entrenched societal problems and that economic prosperity will dissipate if worrisome social trends are left unchecked. While many scholarly books shy away from prescription, the authors of this book include sections in their chapters that set out new directions for policy development. As such, the book not only contains solid analysis of the present policy situation, but also offers concrete ideas for future policy makers.

Duncan Campbell Scott, one of the architects of the Indian residential school system in Canada, served as the society’s president and dominated its activities; many other members – historically overwhelmingly white men – helped shape knowledge systems rooted in colonialism that have proven catastrophic for Indigenous communities. The goal of the CCF was to 'walk in Indian moccasins,' promising a degree of empathy with Native society in bringing about reforms. In reality, this aim was not always honoured in practice and essentially meant integration for the Indians of the province and total assimilation for the Metis.
