This guidance, updated and presented every 5 years in the Dietary Guidelines for Americans (DGA), serves as the basis for all federal nutrition policies and nutrition assistance programs, as well as nutrition education programs. Despite the use of the guidelines over the past 30 years, recent challenges prompted Congress to question the process by which food and nutrition guidance is developed. This report assesses the process used to develop the guidelines; it does not evaluate the substance or use of the guidelines. As part of an overall, comprehensive review of the process to update the DGA, this first report seeks to discover how the advisory committee selection process can be improved to provide more transparency, eliminate bias, and include committee members with a range of viewpoints for the purpose of informing the 2020 cycle.

Born and raised in rural Ontario, Thompson's thirst for knowledge took him from a largely self-educated youth to undergraduate and graduate studies at the University of Toronto and Harvard, respectively, culminating in a successful career in the field of cytogenetics. The discoveries Thompson made working with wheat chromosomes spread across the country and brought him considerable renown within the scientific community. Research and Reform documents Thompson's revolutionary attempts to create a wheat hybrid resistant to fungal leaf rust - efforts supported by the Winnipeg Rust Laboratory, the National Research Council, and the Federal Department of Agriculture. Rempel also documents the sweeping curriculum reforms Thompson introduced to the University of Saskatchewan, first as dean of arts and sciences and later as president. Yet focusing on Douglas and his fight for social justice obscures other important aspects of the construction of Canada's national health insurance - especially its longstanding dependence on immigrant doctors. Foreign Practices reconsiders the early history of Medicare through the stories of foreign-trained doctors who entered the country in the three decades after the Second World War. Dream No Little Dreams is the biography of that government, led by the great Tommy Douglas of the Cooperative Commonwealth Federation (CCF, later the New Democratic Party). It is a history of the life of the CCF and a case study in the art and practice of governing; partly a study in the policy decisions of the government, and partly an insider's view. A.W. Johnson – a senior public servant in Saskatchewan during most of the Douglas years – begins by introducing the government's central mission – the transformation of the role of the state – and describes how it achieved this goal over some seventeen years. Johnson analyses the roots of the CCF in Saskatchewan history and prairie politics, and its philosophy as it prepared to govern. He describes the policies and programs introduced by the Douglas government, the changes to the machinery of government and the processes of governing, and the creation of a professional public service. Medicare is viewed by many as the greatest achievement of the Douglas government. The Canadian Medical Association is of course concerned with protecting the profession as well as the public: those who believe in a government-sponsored medicare plan claim that the medical profession’s reaction is based on self-interest. The debate was intensified by the 1962 medicare dispute in Saskatchewan, the publication in 1964 of the first two volumes of the Report of the Royal Commission on Health Services, and the more recent disagreement between the federal and provincial governments over the issue. Professor Blishen here examines the position of the medical profession in this debate as part of an ideological reaction to a rapidly changing society. The growth of scientific knowledge, demographic change, and shifting social values all have an impact on the medical profession: the doctors’ dilemma must be seen against this background. The focus of this analysis throughout is the physician’s role: the examples are Canadian but the ideologies and situations involved are relevant to all countries with a similar medical development.
