Book Schooling Reform In Hard Times

Download or read book Schooling Reform In Hard Times written by Bob Linguard and published by Routledge. This book was released on 2003-09-02 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: Based on research carried out under Labour governments throughout the 1990s in Western Australia, the authors consider the social, political and economic conditions under which policy is formulated, understood and enacted. They look at how the state structure affects the content and nature of policy statements and provide an outline of the history of policy developments and point to future possibilities and probabilities. Outcomes within funding ceilings, accountability frameworks and national guidelines are but some of the changes referred to. The emergence of competency-based standards in education and training in schools, workplaces and the professions is evident throughout Australia at state level, but the concern is whether issues of education should be played out within the state and outside civil society. The authors argue for the mediation in implementation of policy - rather than a lambasting of policy formulation and implementation. This text is intended for heads of education departments, PGCE, BEd. MEd. students and researchers interested in education policy and planning. Education policymakers, and educational historians.

Book Individualism And Community

Download or read book Individualism And Community written by Michael Peters and published by Routledge. This book was released on 2002-11-01 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: Examining, in the widest sense, the changes in political philosophy that have occurred in Western capitalist states since the early 1980s, this book focuses on the introduction of neo-liberal principles in the combined area of social and education policy. New Zealand presents a paradigm example of the neo-liberal shift in political philosophy. From constituting the social laboratory of the Western world in the 1930s in terms of social welfare provision, New Zealand has become the neo-liberal experiment of the fully marketised society in the 1990s. Against the theoretical background of educational theory and practice, this book examines neo-liberalism and its critiques as responses to the so-called crisis of the welfare state and argues for a reformulated critical social policy in the postmodern condition. The conclusions about social policy drawn by the authors can be generalized to similar situations in other Western capitalist countries.

Book A Shakeup Anyway

Book excerpt: Two leading university teachers, both closely involved in the events they describe, give a detailed account and a forthright analysis of the changes that have occurred in the last decade in the relations between government and the universities in New Zealand. They set the story in its historical context, showing the kind of universities that developed in New Zealand with their emphasis on liberal education and open entry. They point out the new pressures facing universities in recent years. They cover in detail the complex and often acerbic interchanges between government and university leaders from 1984 on. They describe the major university reforms, the simplistic ideologies behind them, the speed with which they were implemented and their deeply disturbing implications.

Available in PDF, EPUB and Kindle. Book excerpt: In 1989 New Zealand embarked on what is arguably the most thorough and dramatic transformation of a compulsory state education system ever undertaken by an industrialized country. Under a plan known as Tomorrow's Schools this island nation of 3.8 million people abolished its national Department of Education and turned control of its nearly 2,700 primary and secondary schools over to locally elected boards of trustees. Virtually overnight, one of the world's most tightly controlled public education systems became one of the most decentralized. Two years later, in 1991, with a new government in power, New Zealand enacted further reforms that introduced full parental choice of schools and encouraged the development of a competitive culture in the state education system. Debate rages in the United States about whether similar reforms would improve the performance of the country's troubled public school system. Judgments about the potential benefits of these ideas, as well as the general relevance of economic models to educational systems, tap into deeply held values, and discussion in the U.S. has been hampered by the lack of practical experience with them. The extended and widespread experiences of New Zealand, whose school system functions much like our own, provide U.S. policy makers with a wide range of appropriate insights and implications to consider as they gauge the merits of bold education reform. When Schools Compete is the first book to provide detailed quantitative and qualitative analysis of the New Zealand experiment. Combining the perceptive observations of a prominent education journalist and the analytical skills of an academic policy analyst, this book will help supporters and critics of market-based education reforms better anticipate the potential long-term consequences of applying ideas of market competition to the delivery of education.
