Book excerpt: This dissertation focuses on sub-state nationalism in Europe, concentrating on the critical cases of Spain and the United Kingdom, where recent independence referenda in Catalonia and Scotland illustrate that sub-state nationalism is neither confined to weak states nor a thing of the past. In the first paper, I argue that the mobilization of sub-state identity in Spain influences preferences for what I term policy scope, the physical area in which a policy is intended to apply and be carried out, distinct from policy content, the intended effects of a policy. In the particular case of preferences for redistribution, I find that 1 that strong identifiers in the highly mobilized region of Catalonia, whether they identify more with Catalonia or with Spain, are more likely to support redistribution when its scope is the community with which they most identify. The importance of scope is not merely due to in-group/out-group bias, but also stems from differential trust in political elites, such that shared identity between respondents and elites increases support for redistribution. In the second paper, I demonstrate that strong identifiers with sub-state units in the United Kingdom display attitudes of bounded social solidarity, adopting different redistributive preferences for the subnational and national community. British-identifiers display more encompassing solidarity and generalized trust, while sub-state identifiers are more apt to distinguish between state and region in their attitudes. Importantly, the bounded social solidarity of strong English, Scottish and Welsh identifiers is not solely the product of selfinterest based dynamics, but rather depends on the complex interplay of regional wealth, individual income, individual identity, and the effect of identity on social trust. The third paper presents a framework for estimating multidimensional, dynamic group level latent preferences, and leverages it to compare the ideological leanings of Spanish regions. Geographic variation in preferences is particularly relevant in cases such as Spain, where strong regional identities complicate individuals' evaluations of what the state "should" do. Post-stratified regional estimates of latent ideology for Spanish regions highlight how fully understanding preference structure in this context requires grappling with concerns related to policy scope as well policy content.

Book excerpt: Despite the recent proliferation of literature on nationalism and on social policy, relatively little has been written to analyse the possible interaction between the two. Scholars interested in social citizenship have indirectly dealt with the interaction between national identity and social programs such as the British NHS, but they have seldom examined this connection in reference to nationalism. Specialists of nationalism rarely mention social policy, focusing instead on language, culture, ethnicity, and religion. The main objective of this book is to explore the nature of the connection between nationalism and social policy from a comparative and historical perspective. At the theoretical level, this analysis will shed new light on a more general issue: the relationships between identity formation, territorial politics, and social policy. Although this book refers to the experience of many different countries, the main cases are three multinational states, that is, states featuring strong nationalist movements: Canada (Québec), the United Kingdom (Scotland), and Belgium (Flanders). The book looks at the interplay between nationalism and social policy at both the state and sub-state levels through a detailed comparison between these three cases. In its concluding chapter, the book brings in cases of mono-national states (i.e. France, Germany, Sweden, and the United States) to provide broader comparative insight on the meshing of nationalism and social policy. The original theoretical framework for this research is built using insight from selected scholarship on nationalism and on the welfare state.

The book argues on the contrary that, by challenging the 'nation-state' as the sole basis for identity and sovereignty, they open the way for a variety of claims by stateless nations. It is certainly true that recent years have seen a strong recurrence of nationalist claims, in Europe and in other parts of the world. At the same time, however, globalization and European integration provide new ways of managing nationality claims. At one level, they lower the stakes in independence and might permit peaceful transitions to independence. Yet they may also make independence in the traditional sense less important and provide ways in which multiple and conflicting nationality claims could be accommodated in new political structures. The chapters in this collection consider these issues from a theoretical perspective and through case studies of stateless nationalisms in western, eastern and central Europe, the former Soviet Union and Quebec. They record a wide variety of experiences and show that, while there are no easy answers to conflicting national claims, there is reason to believe that they can be managed through democratic political processes.

It argues that group agency requires a shared set of beliefs concerning membership and the social ontology it offers ensures that group rights can be aligned with individual rights. Substate national movements within countries such as Spain, Canada, Belgium, and the United Kingdom are heterogeneous: some nationalists advocate independence, others seek an autonomous special status within the state, and yet others often seek greater self-government as a constituent unit of a federation or federal system. What motivates substate nationalists to prioritize one constitutional vision over another is one of the great puzzles of ethnonational constitutional politics. In Visions of Sovereignty, Jaime Lluch examines why some nationalists adopt a secessionist stance while others within the same national movement choose a nonsecessionist constitutional orientation. Based on extensive fieldwork in Canada and Spain, Visions of Sovereignty provides an in-depth examination of the Québécois and Catalan national movements between 1976 and 2010. It also elaborates a novel theoretical perspective: the "moral polity" thesis. Lluch argues persuasively that disengagement between the central state and substate nationalists can lead to the adoption of more prosovereignty constitutional orientations.
