Book excerpt: This book critically investigates the patent protection of medication in light of the threats posed by HIV/AIDS, malaria and tuberculosis epidemics to the citizens of countries in Sub-Saharan Africa (hereinafter “SSA” or “Africa”). The book outlines the systemic problems associated with the prevailing globalized patent regime and the regime’s inability to promote access to life-saving medication at affordable prices in SSA. It argues that for pharmaceutical patents to retain their relevance in SSA countries, human development concepts must be integrated into global patent law- and policy-making. An integrative approach implies developing additional public health and human development exceptions/limitations to the exercise of patent rights with the goal of scaling up access to medication that can treat epidemics in SSA. By drawing on multiple perspectives of laws, institutions, practices, and politics, the book suggests that SSA countries adopt an evidence-based approach to implementing global patent standards in domestic jurisdictions. This evidence-based approach would include mechanisms like local need assessments and the use of empirical data to shape domestic patent law-making endeavors. The approach also implies revising patent rules and policies with a pro-poor and pro-health emphasis, so that medication will be more affordable and accessible to the citizens of SSA countries. It also suggests considering the opinions of individuals and pro-access institutions in enacting crucial pieces of health-related statutes in SSA countries. The approach in this book is sensitive to the public health needs of the citizens affected by epidemics and to the imperative of building local manufacturing facilities for pharmaceutical research and development in SSA.

Designing the right policies to address immigration requires a deep understanding of its root causes. Why do Africans decide to leave their home countries? While the dream of a better life in Europe is likely part of the explanation, one also needs to examine the prevailing living conditions in the large and heterogeneous sub-Saharan region. This Report investigates the actual role of political, economic, demographic and environmental drivers in current migration flows. It offers a comprehensive picture of major migration motives as well as of key trends. Attention is also devoted to the role of climate change in promoting migration and to intra-continental mobility (two-thirds of sub-Saharan migrant flows start and end within the region). Two country studies on Eritrea and Nigeria are also included to get a closer sense of local developments behind large-scale migration to Europe.

Book excerpt: World Development Report 1994 examines the link between infrastructure and development and explores ways in which developing countries can improve both the provision and the quality of infrastructure services. In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.

Book excerpt: With the objective of gaining a better insight into the challenges and opportunities of the livestock sub-sector in West Africa, FAO has conducted several studies and held various workshops in recent years. The outcomes of these studies and workshops conducted between 2009 and 2014 were published and distributed as hard copy reports and disseminated as on-line publications. These reports included topics such as value chains, cross-border transhumance, animal feed resources, priority animal diseases, among others, were informative in their own right. Still, the fact that they targeted specific areas of livestock in a fragmented manner did not address the need of readers whose wish was to have a comprehensive understanding of the livestock sector in West Africa. It is in response to this demand for a comprehensive outlook of the West African Livestock sub-sector that different reports and studies have been compiled into this one book. The book has twelve chapters, covering almost all aspects of livestock in the region. Attempts were made to enrich the information provided by including eight short case studies focusing on different aspects of the livestock sub-sector in West Africa. The book attempts to fill the gap of a need for comprehensive information on the potential, performance, challenges, and prospects of the livestock sub-sector in West Africa.

Based on such information, least-cost 100% electrification scenarios by 2030 are then modelled and comparative results over the required capacity additions and investment are reported and discussed. The authors also inquire into some of the key technological, economic, policy, cooperation, and financing challenges to the development of a portfolio of renewables to promote energy access in a sustainable way, including a discussion of the challenges and opportunities that might stem from the interaction between local RE potential and natural gas resources currently under development in the region. To conclude, policy recommendations based on the book’s results and targeted at international cooperation and development institutions, local policymakers, and private stakeholders in the region are elaborated.

Part I reviews recent trends in the world economy and their implications for the future prospects of developing countries. Part II examines the role of public finance in development. This report includes the World Development Indicators, which provide selected social and economic indicators for more than 100 countries. Despite continued economic growth through 1987 and into 1988, two problems have characterized recent trends: unsustainable economic imbalances within and among industrial countries, and highly uneven economic growth among developing countries. Part I of the report concludes that three interdependent policy challenges need to be addressed. First, industrial countries need to reduce their external payments imbalances. Second, developing countries need to continue restructuring their domestic economic policies in order to gain creditworthiness and growth. Third, net resource transfers, external debt, from the developing countries must be trimmed so that investment and growth can resume. Part II of the report explores how public finance policies are best designed and implemented. How deficits are reduced is crucial: controlling costs in mobilizing revenues and setting careful priorities in public spending are equally important. Efficiency in providing public services and expanding the scope for raising revenue can be achieved through decentralizing decisionmaking and reforming state-owned enterprises with the latter permitting greater private participation.
