Yet the role played by white women – so-called ‘farmers’ wives’ – on commercial farms has been almost completely ignored, if not forgotten. For all the public role and overt power ascribed to white male farmers, their wives played an equally important, although often more subtle, role in power and labour relations on white commercial farms. This ‘soft power’ took the form of maternalistic welfare initiatives such as clinics, schools, orphan programmes and women’s clubs, mostly overseen by a ‘farmer’s wife’. Before and after Zimbabwe’s 1980 independence these played an important role in attracting and keeping farm labourers, and governing their behaviour. After independence they also became crucial to the way white farmers justified their continued ownership of most of Zimbabwe’s prime farmland. This book provides the first comprehensive analysis of the role that farm welfare initiatives played in Zimbabwe’s agrarian history. Having assessed what implications such endeavours had for the position and well-being of farmworkers before the onset of ‘fast-track’ land reform in the year 2000, Hartnack examines in vivid ethnographic detail the impact that the farm seizures had on the lives of farmworkers and the welfare programmes which had previously attempted to improve their lot.

The attempt may be ambitious, but it is motivated by a passionate sincerity, only equaled by the other commitment to also contribute through the book to the creation of institutional memory for the Ministry of Foreign Affairs and Regional Integration of Ghana. Currently the Ambassador of Ghana to Japan with concurrent accreditation to Singapore as non-Resident High Commissioner, the author served previously at the Ghanaian Missions in Zambia, Mali, Germany, and Benin. Between the date of joining the Ministry of Foreign Affairs and Regional Integration in May 1977, and the specified diplomatic assignments, Ambassador Brandful worked at various positions at the Ministry in Ghana, including Chief of Protocol and later as Supervising Director, Policy Planning, Research and Monitoring. Dr. Brandful had his Secondary education in Ghana at Mfantsipim School from 1964 to 1971 and pursued his initial university studies at the University of Ghana (1971-75, including one year abroad 73/74 at the University of Dakar, Senegal), followed by post-graduate studies successively at the Polytechnic of Central London; University of Nairobi, Kenya; International Institute for Public Administration in Paris (I.I.A.P); The Hague Academy of International Law; and the University of Paris XI, Sceaux Faculty, France, from where he obtained a ¿Doctorat de Troisieme Cycle¿ in International Relations in January, 1986. Dr. Brandful is married to Dinah Brandful (née Coleman); has four daughters and three grandchildren. He speaks French. As hobbies, Ambassador Brandful plays squash, tennis, piano and golf.

The dynamic complexity, diversity and fluidity which characterize contemporary society represent challenges for planning and development endeavours. This book shows that if these new challenges affect all places and regions, small and medium-sized towns (SMSTs) are suffering many specific problems that call imperatively for the design and implementation of very imaginative, creative approaches to planning and local development. What could enhance creativity in local development and planning? Is it possible to talk about creative capacity building at the level of a town that might release imaginative and innovative activities? Under what local and non-local conditions is creativity being initiated and flourishing? What are the major obstacles and in what way can these be contained in order to safeguard pockets of creative action? Interdisciplinary and with case studies from France, Norway and other European countries, this volume presents a wide range of approaches and territorial contexts of small cities and towns in which spatial dynamics and the consequences of the city-region for urban planning theory and practice in Europe are highlighted, with a special focus on the challenges for - and understanding of - planning and development of SMSTs.
