Platform work seems to be growing in size and importance. This study explores platform work in the EU28, Norway and Iceland, with a focus on the challenges it presents to working conditions and social protection, and how countries have responded through top-down (e.g. legislation and case law) and bottom-up actions (e.g. collective agreements, actions by platform workers or platforms). This national mapping is accompanied by a comparative assessment of selected EU legal instruments, mostly in the social area. Each instrument is assessed for personal and material scope to determine how it might impact such challenges. Four broad legal domains with relevance to platform work challenges are examined in stand-alone reflection papers. Together, the national mapping and legal analysis support a gap analysis, which aims to indicate where further action on platform work would be useful, and what form such action might take.

The volume of data produced in the world is growing rapidly, from 33 zettabytes in 2018 to an expected 175 zettabytes in 2025. Every 18 months, the amount of data is doubling, and data-driven innovation has an enormous potential to bring benefits to citizens - ranging from personalised medicine and new forms of mobility to new insights informing policymaking on a range of issues, particularly climate mitigation and adaptation. At the same time, these data-driven innovations cannot be at the expense of the EU's fundamental rights and values and particularly its world-leading data protection rules. Ensuring that citizens are empowered to decide whether and how the data they generate is used, and that all - big and small, public and private - can benefit from this new wave of innovation will enable the EU to become a leading model globally for a data-empowered society. Therefore, the European Commission published in February 2020 the European strategy for data (COM(2020) 66 final) aiming to create a human-centric single European data space - a single market for data open to data from abroad, in which data - personal, sensitive and other - is secure and accessible, and which is governed by fit-for-purpose EU legislation. This common data space will ensure that data flows within the EU and across sectors, that EU rules and values are fully respected, and that access and reuse of data is made on the bases of fair, practical and clear rules, and clear, trustworthy data governance mechanisms. The European strategy for data announced the key actions to be taken in this domain, among which the adoption of new legislative acts: the Data Governance Act and the Data Act. This study has been divided into two parts, in line with the above Acts that they have been designed to support. For each, a common approach was designed in order to assess the key domains that fall under the concern and potential scope of action of these Acts.

Book excerpt: This is the final report of the study on 'Digital labour platforms in the EU: Mapping and business models' for the Directorate-General for Employment, Social Affairs and Inclusion (DG EMPL). In total, 516 active and another 74 inactive digital labour platforms (DLPs) in the EU27 have been identified. For each of these DLPs, information on the business model has been collected and analysed. Moreover, for a sample of 38 DLPs, details on the working conditions have been collected and analysed for one or more countries. This study illustrates that DLPs have grown rapidly in the last five years, though still small in size with EUR 14 billion in activity. DLPs act as intermediaries for a large range of activities, including freelance, contest-based, microtask, taxi, delivery, home and professional services. DLPs intermediating the same services often follow similar business models, nevertheless the working conditions can differ between these platforms and even for the same platform across countries.
