Book excerpt: Masters Theses in the Pure and Applied Sciences was first conceived, published, and disseminated by the Center for Information and Numerical Data Analysis and Synthesis (CINDAS)* at Purdue University in 1957, starting its coverage of theses with the academic year 1955. Beginning with Volume 13, the printing and dis semination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the though that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all concerned if the printing and distribution of the volumes were handled by an international publishing house to assure improved service and broader dissemi nation. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Corporation of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 37 (thesis year 1992) a total of 12,549 thesis titles from 25 Canadian and 153 United States universities. We are sure that this broader base for these titles reported will greatly enhance the value of this impor tant annual reference work. While Volume 37 reports theses submitted in 1992, on occasion, certain uni versities do report theses submitted in previous years but not reported at the time.

Book excerpt: This paper analyses the development of certification programmes in three countries (Indonesia, Canada and Sweden) using the Advocacy Coalition Framework (ACF) as a theoretical reference point. The ACF is an actor-based framework for analysing policy processes and has not previously been applied in a developing country. Actors in the three countries took different approaches to certification. In Canada, in a programme development process supported by the forest products industry, a management systems approach was taken. In Sweden, performance standards were developed in a process initially driven by NGOs. In Indonesia, certification was led by an NGO within a framework established by government, and a performance standards approach was used. The paper concludes that forest certification can be best understood as a policy instrument that promotes and facilitates policy-orientated learning among actors, and provides indirect incentives for improved forest management. Learning occurs both as the standards to be used for certification are developed, and as they are implemented. The benefits of learning and consensus building among actors (such as NGOs, forest companies, private forest owners, indigenous peoples, governments, etc.) who have traditionally been in conflict with each other can be significant. On the other hand, where fundamental changes in forest policy (such as tenure and forest revenue reform) are needed, certification should not be seen as a substitute for these A further conclusion is that, while public policies change over periods of decades, the private policies of retailers and forest product companies can adapt more rapidly to changing circumstances. The concept of a ‘fast track’ of private policy change, compared to the slower track of governmental policy change, is therefore proposed and described. A number of interesting theoretical and empirical avenues for further research on certification are discussed.

Available in PDF, EPUB and Kindle. Book excerpt: Spruce budworm (Choristoneura fumiferana (Clem.)) outbreaks are a dominant natural disturbance in the forests of Canada and northeastern USA. Widespread, severe defoliation by this native insect results in large-scale mortality and growth reductions of spruce (Picea sp.) and balsam fir (Abies balsamea (L.) Mill.) forests, and largely determines future age–class structure and productivity. The last major spruce budworm outbreak defoliated over 58 million hectares in the 1970s–1980s, and caused 32–43 million m3/year of timber volume losses from 1978 to 1987, in Canada. Management to deal with spruce budworm outbreaks has emphasized forest protection, spraying registered insecticides to prevent defoliation and keep trees alive. Other tactics can include salvage harvesting, altering harvest schedules to remove the most susceptible stands, or reducing future susceptibility by planting or thinning. Chemical insecticides are no longer used, and protection strategies use biological insecticides Bacillus thuringiensis (B.t.) or tebufenozide, a specific insect growth regulator. Over the last five years, a $30 million research project has tested another possible management tactic, termed an ‘early intervention strategy’, aimed at area-wide management of spruce budworm populations. This includes intensive monitoring to detect ‘hot spots’ of rising budworm populations before defoliation occurs, targeted insecticide treatment to prevent spread, and detailed research into target and non-target insect effects. The objective of this Special Issue is to compile the most recent research on protection strategies against spruce budworm. A series of papers will describe results and prospects for the use of an early intervention strategy in spruce budworm and other insect management.
