The state, as part of its public policy, should seek to preserve our social and environmental values, yet there are mounting imbalances in society which point to the growing role of the state in minimising them. Under such circumstances, it is worth reflecting on how new challenges could require updated, more complex formulas, to deal with crises in current times and for social and economic policy making by states and the European Union generally, which would ensure their compatibility with the world financial markets. The work offers an in-depth and unique performance analysis of European Union institutions compared to the national entities of EU Member States. It contributes to the ongoing debate on global public goods and the processes involved in managing their provision. Further, it discusses public finance management instruments, indicating their historical evolution in practice and their effectiveness measured with the Human Development Index. The author presents a proposal of how to manage global, European and national public goods across three areas: environmental protection, transnational infrastructure projects and social policy. The book analyses public financial management instruments used during the recent pandemic, making a distinction between regular and emergency instruments and assessing their effectiveness in specific economic situations. This will be of interest to researchers and students of economics and finance, as well as decision makers and practitioners from governments, international organisations and specific non-governmental organisations concerned with issues of public finance management.

This focus is largely a response to preparing the European economies for the dual challenge of ageing populations and increased exposure to global competition. Better QPF can help tackle both challenges: either directly through fiscal consolidation, pension and expenditure reforms or indirectly by creating conditions in support of long-term growth as expenditure and revenue systems become more efficient and less distortionary. At the EU level, the Stability and Growth Pact and the Lisbon Strategy for Growth and Jobs provide, in principle, the appropriate tools for fostering such policies, but in practice both instruments have not yet focused much on QPF which is a common component of both tools. This is partly because a broad-based conceptual framework on what makes up QPF has been missing. This paper attempts to close this gap by developing a multi-dimensional approach on QPF. The framework aims at bringing together the many different pieces of QPF that have so far mostly been studied in isolation. The paper summarises empirical findings on the links between QPF and growth, reviews how EU Member States fare in those aspects and analyses some links between QPF and growth based on a growth-accounting approach, using discriminant analysis.

To more systematically analyse QPF and compare developments across countries and over time, a greater focus on identifying and developing comparable QPF indicators is needed. This paper provides a first attempt in this respect. Based on the view that QPF is a multi-dimensional concept, it creates composite indicators for twelve areas of public finances that are linked to long-term economic growth. While the proposed alternative calculation methods yield relatively robust results and findings are in line with conventional wisdom, due to data problems the composite indicators should only be seen as a useful starting point for identifying a country's main strengths and weaknesses in QPF. This would need to be complemented by qualitative analysis that also accounts for country and other specificities."--Publication information page.

Book excerpt: Drawing on the idea of the European Union (EU) representing a natural 'anchor' for macroeconomic policy measures, this article assess the current and upcoming challenges in terms of growth and labour markets and the finance and growth nexus in the region. The structural problems concerning financial intermediation in the region turn out to be one of the major impediments for further economic development. From a political economy point of view, Mediterranean Partner Country (MPC) governments try to maximize short-run pay-offs in order to sustain political support and to trade these financial returns against a minimum of policy reform. The EU, on the other side of the bargaining table, tries to reap the benefits from policy reform, whereas its willingness to fund these compensation schemes can be assumed to be limited. Given these trade-off rationales on both sides of the Mediterranean Sea, both actors free-ride where possible which leads to suboptimal results. Therefore, this ostensible economic problem is analysed in its political economy context in order to suggest a macroeconomic co-operation scheme that explicitly takes into account political constraints and institutional deadlocks, hampering the development of a deeper economic co-operation within the Euro-Mediterranean Partnership (EMP) framework.
