Book excerpt: This study of the root causes of the current extremely high levels of defaults and foreclosures among residential mortgages represents the interim report to Congress by the Secretary of the Department of Housing and Urban Development (HUD) pursuant to Section 1517 of the Housing and Economic Recovery Act (HERA) of 2008 (P.L. 110-289). The problems in the mortgage market are routinely referred to as a "foreclosure crisis" because the level of defaults and foreclosures greatly exceed previous peak levels in the post-war era and, as a result, have drawn comparisons to the levels of distress experienced in the Great Depression. This interim report contains a review of the academic literature and industry press on the root causes of the current foreclosure crisis and a plan for further discussion of policy responses to the crisis. A final report will expand upon this interim report with additional data and analysis of trends in the market as well as a more detailed review of policy responses and recommended actions to mitigate the current crisis and to help prevent similar crises from occurring in the future.

Book excerpt: This study examines the accuracy of responses to questions used in previous program evaluations to assess household income and shelter costs and determine the origin of any systematic inaccuracies. The report concentrates on measurement of affordability problems using instruments based on eligibility measures of housing affordability. The study interviewed project administrators, thus providing a general overview regarding rent-geared-to-income setting policies for each of the sampled projects; reviewed the collection of administrative data on income and shelter costs used in the calculation of rents; and surveyed tenants of a sample of non-profit housing projects committed since 1985. This report reviews the methodology used in the research, provides details on the analyses conducted on the data as well as the resultant findings of real and artificial affordability problems, and presents recommendations for improvements to the income and shelter cost data collection sections of future CMHC questionnaires.

This report contains only key preliminary observations related primarily to the committee's commissioned analyses of Medicare Parts A (Hospital Insurance program), B (Supplementary Medical Insurance program) and D (outpatient prescription drug benefit), complemented by other empirical investigations. It does not contain any observations related to the committee's commissioned analyses of the commercial insurer population, Medicare Advantage, or Medicaid, which will be presented in the committee's final report after completion of quality-control activities. This interim report excludes conclusions or recommendations related to the committee's consideration of the geographic value index or other payment reforms designed to promote highvalue care. Additional analyses are forthcoming, which will influence the committee's deliberations. These analyses include an exploration of how Medicare Part C (Medicare Advantage) and commercial spending, utilization, and quality vary compared with, and possibly are influenced by, Medicare Parts A and B spending, utilization, and quality. The committee also is assessing potential biases that may be inherent to Medicare and commercial claims-based measures of health status. Based on this new evidence and continued review of the literature, the committee will confirm the accuracy of the observations presented in this interim report and develop final conclusions and recommendations, which will be published in the committee's final report.
