Book excerpt: The European Union (EU) is actively campaigning for the global regulation of carbon emissions generated by maritime bunker fuels because these emissions are presently barely regulated and are projected to increase significantly in the coming decades. However, since a global regulation has not been reached yet, the EU is seeking ways to include the shipping sector in its greenhouse gas reduction commitment for 2020. In this paper, we look at the effect of including the shipping sector's emissions in the EU reduction commitment that is based on the nationality of a ship. Emissions that are generated by ships owned, operated or flagged by the 27 EU countries are allocated to the EU total GHG emissions. We first analyse the effects on the reduction commitment caused by the three allocations. We then use marginal abatement cost curves (MACCs) in order to determine how much the shipping sector of the 27 EU countries, defined by the three allocations, could contribute efficiently to a total given emission reduction target for all sectors in the EU. Moreover, we use MACCs in order to determine if some country fleets could reduce emissions in the shipping sector relatively more efficiently than other countries under a given emission reduction target for all sectors. Our findings indicate that the shipping sector could contribute efficiently to the EU's emission reductions by up to 8.5%. Since the composition of the individual country fleets and applied measures are similar across countries, their individual reductions relative to their fleet-specific business-as-usual (BAU) emissions are on average the same.

Therefore, the regulatory intervention in its public and private interest’s dimension is investigated. Moreover, the recent situation of the shipping branch and the ships’ ownership situation (owner-operator relation) are explained. A critical reflection of the regulation and an investigation for creative compliance is given. Concluding, potential business cases and the potential of the market are outlined. Since July 1st 2015, the European Union’s (EU) regulation 2015/757 on the monitoring, reporting and verification (MRV) of carbon dioxide emissions from maritime transport became effective. According to EU 2015/757 art. 8, from 1 January 2018, ships voyaging to a port of call under the jurisdiction of a member state are obligated to apply to the regulation 2015/757 and must have a MRV system to report their CO2 emissions. By August 31th 2017, all shipping companies voyaging within the EU area are obligated to prepare a monitoring plan for each of their ships (EU 2015/757 art. 6).

Book excerpt: This study aims at informing the forthcoming IMO discussions on mid- and long-term emission reduction measures and their impacts on States, based on a transparent methodology. This is done by identifying the advantages and disadvantages of measures. The study has started out by developing a long list of all possible measures that are capable of ensuring that the shipping sector phases out its GHG emissions, as called for in the Initial Strategy. It then evaluates these measures on criteria of environmental effectiveness (i.e. the incentive provided to a fuel transition), cost-effectiveness, and predictability. The best-scoring measures have been further developed. Another objective of the study is to better understand the the possible impacts on States of a measure capable to decarbonise the sector based on a computable general equilibrium model supplemented with case studies. Moreover, the study analyses ways to address disproportionally negative impacts on States. This study analyses global measures which can be agreed and adopted by the IMO and follow from the Initial IMO Strategy on reduction of GHG emissions from international shipping. Regional measures and the possible interactions between regional measures and global measures are beyond the scope of this study.

However, in the building sector, significant improvement in energy use and reduction in greenhouse gas emissions can be achieved, given the potential to do this at no cost, using new technology. Since most buildings that exist now will still exist in 2050, the greatest energy savings can be made through refurbishment. In the future, legislation on carbon usage, as well as innovative technologies and knowledge, will trigger aggressive emission reductions in buildings, and this will compel installers of retrofit options to consider embodied emissions in order to achieve the best-value retrofit plan. It establishes the clear target of becoming climate neutral by 2050. To reach this ambitious goal, it will require reducing EU's GHG emissions by at least 55% by 2030 compared to 1990 levels and 90% in transport emissions by 2050. This objective is embedded in the Sustainable and Smart Mobility Strategy adopted at the end of 2020. All transport modes including maritime sector will need to contribute to this objective. Shipping is one of the least carbon intensive ways to transport goods. However, it constitutes a significant share of the total global emissions, corresponding to 2.9% of anthropogenic CO2 emissions. To reduce the emissions from maritime transport, the European Commission (EC) aims to propose measures, to work alongside with the on-going work at International Maritime Organisation (IMO) level. Those measures in-clude incorporating the maritime sector into the European Emission Trading System (ETS), the Fuel EU Maritime initiative to boost the demand for sustainable alternative fuels as well as the reviews of the directives on energy taxation, alternative fuel infra-structure, and renewable energy. The achievement of the Green Deal objectives will require significant investments. The Green Deal reaffirms the EC's commitment to pursue green finance and investment while ensuring a just transition. The EU Taxonomy to facilitate sustainable investment plays a pivotal role in shifting capital flows towards sustainable investments. According to the Sustainable and Smart mobility Strategy, the technical screening criteria based on the Taxonomy should be defined for all transport modes by 2021. However, the initial proposal for technical screening criteria for the Taxonomy devel-oped by the Technical Expert Group on sustainable finance (TEG) did not include the maritime sector. While the TEG agreed that the work on maritime criteria should be prioritised, given its potential contribution to the greening of the transport sector, it could not conclude its assessment within the time available. Furthermore, according to the Taxonomy Regulation, all relevant economic activities within a specific sector (e.g. transport) should be covered if they contribute equally towards the environmental objectives, to avoid distorting competition in the market. This study was therefore launched by the Commission to fill the gap in the TEG's initial analysis and assess which economic activities and under which conditions could be considered environ-mentally sustainable in line with the Taxonomy Regulation. The climate mitigation and adaptation criteria for maritime shipping in the Commission 2021 Delegated Regulation supplementing the Taxonomy Regulation are based on the analysis and findings of this study. In addition, a draft final report was submitted in January 2021 to the Platform on Sustainable Finance to assist their further work.
