Book Environmental Regulations and Housing Costs

Download or read book Environmental Regulations and Housing Costs written by Arthur C. Nelson and published by Island Press. This book was released on 2012-06-22 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many communities across the nation still lack affordable housing. And many officials continue to claim that “affordable housing” is an oxymoron. Building inexpensively is impossible, they say, because there are too many regulations. Required environmental impact statements and habitat protection laws, they contend, drive up the costs of construction. But is this actually true? In a comprehensive study of the question, the authors of this eye-opening book separate fact from myth. With admirable clarity, they describe the policy debate from its beginning, review the economic theory, trace the evolution of development regulation, and summarize the major research on the topic. In addition, they offer their own research, accompanied by a case study of two strikingly different Washington, D.C., suburbs. They also include results of focus groups conducted in Dallas, Denver, and Tucson. The authors find that environmental regulatory costs—as a share of total costs and processes—are about the same now as they were thirty years ago, even though there are far more regulations today. They find, too, that environmental regulations may actually create benefits that could improve the value of housing. Although they conclude that regulations do not appear to drive up housing costs more now than in the past, they do offer recommendations of ways in which the processes associated with regulations—including review procedures—could be improved and could result in cost savings. Intended primarily for professionals who are involved in, or impacted by, regulations—from public officials, planners, and engineers to housing developers and community activists—this book will provide useful insights and data to anyone who wants to know if (and how) American housing can actually be made “affordable.”

Book The Subdivision and Site Plan Handbook

Download or read book The Subdivision and Site Plan Handbook written by Robert White and published by Routledge. This book was released on 2017-09-04 with total page 674 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Supreme Court decision that property owners may be entitled to compensation for government regulations that deprive them of reasonable use of their property has thrown the land-use field into a state of turmoil. Will municipal land-use ordinances be found excessive? What regulations can be considered a reasonable exercise of police power for public health, safety, and welfare? Will municipalities be liable for compensation to property owners if development is restricted? How can municipalities and developers plan in the wake of this decision?Ordinance provisions cover components of subdivision regulation: general provisions, definitions, administration, procedure, design and improvements, off-tract improvements, and documents to be submitted. The Subdivision and Site Plan Handbook provides a narrative on the background, rationale, and intent of each requirement accompanying the model ordinance; gives an overview of the history of subdivision regulation in the United States; traces the evolution of land-use regulation through various stages; and presents the legal context for present-day regulation. The book has been designed for use by government administrators, developers, planners, attorneys, and others interested in land-use regulation. The model ordinance represents the most current thinking about land use and site control and responds to questions raised by the Supreme Court decision. David Listokin and Carole Walker's analyses are flexible, efficient, responsive to local conditions, and balance regulatory costs and benefits. This is a definitive and invaluable resource!

Book Regulatory Barriers to Manufactured Housing Placement in Urban Communities

Download or read book Regulatory Barriers to Manufactured Housing Placement in Urban Communities written by Casey J. Dawkins and published by DIANE Publishing. This book was released on 2011-08 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: Manufactured housing (MH) units (built under the HUD Code in the controlled environment of a manufacturing plant and transported in one or more sections on a permanent chassis) provide an important source of affordable housing. After adjusting for land costs, the per square foot cost of HUD-Code housing is less than half of standard, site-built housing. With the increased use of multi-section units and recent innovations in MH building technology, particularly integrated floor and chassis systems, many MH units are now virtually indistinguishable from conventional site-built units. This report examines the scope and severity of state and local regulatory barriers to MH placement within CDBG-eligible communities. Ill. A print on demand report.

Book Housing in America

Download or read book Housing in America written by Marijoan Bull and published by Routledge. This book was released on 2018-03-22 with total page 180 pages. Available in PDF, EPUB and Kindle. Book excerpt: Housing is a fundamental need and universal part of human living that shapes our lives in profound ways that go far beyond basic sheltering. Where we live can determine our self-image, social status, health and safety, quality of public services, access to jobs, and transportation options. But the reality for many in America is that housing choices are constrained: costs are unaffordable, discriminatory practices remain, and physical features do not align with needs. As a society, we recognize the significant role housing plays in our overall quality of life and the stability of our communities. We have made a national commitment to decent housing for all yet this promise remains unrealized. Housing in America provides a broad overview of the field of housing, with the objective of fostering an informed and engaged citizenry. The evolution of housing norms and policy is explored in a historical context while underscoring the human and cultural dimensions of housing program choices. Specific topics covered include: why housing matters; housing and culture; housing frameworks and political ideologies; housing and opportunities; housing and the economy; housing discrimination; and housing affordability. Readers will gain an understanding of the basic debates within the field of housing, consider the motivations and performance of various interventions, and critically examine persistent patterns of racial and class inequality. With an exploration of theoretical frameworks, short case studies, reflective exercises, and strong visuals, this introductory text explores improving housing choices in America.
