Book excerpt: Hurricane Charley made landfall on Friday, August 13, 2004, at Mangrove Point, just southwest of Punta Gorda, Florida. On August 19, 2004, the Federal Emergency Management Agency's (FEMA's) Mitigation Division deployed a Mitigation Assessment Team (MAT) to Florida to assess damages caused by Hurricane Charley. This report presents the MAT's observations, conclusions, and recommendations in response to those field investigations. Several maps included in our first chapter illustrate the path of the storm, the wind field estimates, the impact on people and infrastructure, and the depth of storm surge along the path. The width of the high-wind field was very narrow even though hurricane force winds affected some portion of the Florida peninsula from Punta Gorda to Daytona Beach. There was little storm surge or coastal flooding because of the narrow size of the storm and the translational speed with which it came ashore and crossed the state. The hurricane is believed to have been a design wind event (the wind speeds equaled or exceeded those delineated in the current version of the Florida Building Code [FBC]) for a narrow area from the point of landfall on the west coast inland for 120 miles. The design wind speed for Charlotte County (Punta Gorda) per the FBC is 114 to 130 mph (measured as a 3-second peak gust). The actual measured wind speed near Punta Gorda was 112 mph (3-second peak gust) and measured speeds in other parts of the state suggest that Charley was a design wind event. The storm created a very small area affected by storm surge and most damage was not caused by flooding from storm surge, waves, or erosion. Because Hurricane Charley was a design level wind event, the resultant storm damage provides valuable evidence about the effectiveness of building codes and design practices as they ad¬dress design guidelines for high winds. For buildings built prior to the adoption of the current codes, judgments were made about how the observed damage was reflective of the code to which the building was constructed, and the quality of construction or the inspection process that followed construction. Consideration also was given to the type and use of buildings. Many buildings that were expected to function for critical/essential services were severely damaged by the hurricane and lost function for significant periods of time after the event. The recommendations in this report are based solely on the observations and conclusions of the MAT, and are intended to assist the State of Florida, local communities, businesses, and individ¬uals in the reconstruction process and to help reduce damage and impact from future natural events similar to Hurricane Charley. The general recommendations presented in Section 8.1 relate to policies and education/outreach that are needed to ensure that designers, contractors, and building officials understand the requirements for disaster resistance construction in hurricane-prone regions.

Book excerpt: This research work uses the Weather Research and Forecasting Model to study the effect of large wind farms with an area of 900 square kilometers and a high power density of 7.58 W/m2 on regional climate. Simulations were performed with a wind farm parameterization scheme turned on in south Oregon. Control cases were also run with the parameterization scheme turned off. The primary emphasis was on offshore wind farms. Some analysis on onshore wind farms was also performed. The effects of these wind farms were studied on the vertical profiles of temperature, wind speed, and moisture as well as on temperature and on wind speed near the surface and at hub height. The effects during the day and at night were compared. Seasonal variations were also studied by performing simulations in January and in July. It was seen that wind farms produce a reduction in wind speed at hub height and that the downward propagation of this reduction in wind speed lessens as the atmosphere becomes more stable. In all the cases studied, the wind farms produced a warming effect near the surface, with greater atmospheric stability leading to higher near-surface temperatures. It was also observed that wind farms caused a drying effect below the hub height and a moistening effect above it, because they had facilitated vertical transport of moisture in the air from the lower layers of the atmosphere to the layers of the atmosphere above the wind farm.

Book excerpt: The Bogus Data Assimilation (BDA) scheme designed to specify initial structures of tropical cyclone (Zou and Xiao 1998) was tested further on the simulation of a landfalling hurricane - - Hurricane Fran (1996). We studied the sensitivity of the simulated hurricane track and intensity to the specified radius of maximum wind of the bogus vortex, the resolution of the BDA assimilation model, and the bogus variables specified in the BDA. In addition, we compared the simulated hurricane structures with the available observations, including the surface wind analysis and the radar reflectivity captured on-shore during Fran's landfall. The sensitivity study of the BDA scheme showed that the simulations of the hurricane track and intensity were sensitive to the size of the specified bogus vortex. Hurricanes with a larger radius of maximum sea-level pressure gradient are prone to a more westward propagation. The larger the radius, the weaker the predicted hurricane. Results of the hurricane initial structures and prediction were also sensitive to the bogus variables specified in the BDA. Fitting the model to the bogused pressure data reproduced the hurricane structure of all model variables more efficiently than when fitting it to bogused wind data. Examining the initial conditions produced by the BDA, we found that the generation and intensity of hurricane warm-core structure in the model initial state was a key factor for the hurricane intensity prediction. Initialized with the initial conditions obtained by the BDA scheme, the model successfully simulated Hurricane Fran's landfall, the intensity change, and some inner-core structures. Verified against the surface wind analysis, the model reproduced the distribution of the maximum wind streaks reasonably well. The model-predicted reflectivity field during the landfall of Hurricane Fran resembled the observed radar reflectivity image on shore.

Book excerpt: The eastern and southern coastlines of the United States are two of the most cyclone-prone areas of the world. The effects of tropical cyclones vary mainly depending on wind intensity and geological features of the coast that it is crossing. Higher winds potentially generate higher storm surges and consequently larger floods occur along the coastlines. Therefore, it is critical to accurately predict winds, storm surge, and waves associated with a hurricane. In the present study, an integrated coastal and ocean process model, CCHE2D-Coast, is validated by assessing the model's capabilities in simulating coast-ocean circulations driven by the astronomical tides on the U.S. East Coast. Through the skill assessment, discrepancies between numerically simulated water surface elevations and observed tidal elevations at NOAA tide gages are quantified. On the other hand, statistical errors of the tidal constituents parameters, amplitude and phase, are also determined. In this study, the tidal harmonic constants are identified by using a newly-developed parameter identification approach. CCHE2D-Coast is also further examined under meteorological forces driven by a hurricane. CCHE2D-Coast is applied to simulate meteorological and hydrodynamic processes during Hurricane Bob (1991) on the US Atlantic coast. Hindcasting storm surges and waves induced by Bob's winds and tides were performed before and after the landfall of this hurricane. The results showed that the model performed well in reproducing the dynamic process driven by astronomical and meteorological forces. To improve the model's accuracy in reproducing hurricane wind fields during a real-time hurricane forecast, a hurricane wind model is developed in order to incorporate asymmetric effects into the Holland parametric wind model. The method is validated using the National Oceanic and Atmospheric Administration (NOAA)/ National Hurricane Center (NHC)/ Automated Tropical Cyclone Forecast's (ATCF) guidelines. The best track date, which contains six-hourly information on the location, maximum winds, radii of 3 wind isotach, and central pressure of Hurricane Gustave (2008) is used to compute the wind field in the Gulf of Mexico. The simulation result suggests that the wind model performed well in reconstructing wind field. The asymmetric model captured the directional change of hurricane wind velocity around the storm center.
