The paper by Rgnvaldur Hannesson discusses the pros and cons of giving fishermen's organizations specific roles in fisheries management . It reviews the practical experiences of groups and organizations of fishermen in fisheries management in a number of industrialized countries including Japan, New Zealand, Norway, Canada and the United Kingdom, as documented in the literature. Hannesson stresses that the outcome of giving fishermen's organizations a say in fisheries management depends crucially on the economic framework and philosophy prevailing in each country . On theoretical grounds, he contends that a pseudo-market solution, i.e., the allocation of private property rights accompanied by (i) an appropriate tax system to prevent a concentration of profits and incomes and by (ii) conditionality of transferability to avoid concentration of ownership, may best achieve the twin objectives of efficiency and equity. The paper by John Kurien sets out with a historic-cultural review of small-scale fisheries in the Indo-Pacific region. Traditionally, many communities had adopted well integrated systems of governing fishing practices and rights of access to the sea.

It deals in particular with the scope for building on traditional practices, through the participation of traditional fishing communities, as a means of improving the quality of river fishery management. The paper reviews the most frequently encountered problems of riverine fisheries such as over-fishing due to population pressure or migration, and artifically induced environmental factors such as dams, pollution and deforestation. It lays stress on the importance of studying fishing communities, as well as strictly biological factors, and presents a four-stage analysis of the evolution of traditional riverine fisheries. Several undesirable consequences of this typical evolution, both on the resource itself and on traditional fishing communities, are identified and illustrated by case studies from the Amazon and the Zambesi. Certain types of traditional management strategies are examined and assessed for their future utility. The current ineffectiveness of many existing government river fisheries management policies is noted, either as a result of lack of resources or because they are inappropriate, often rooted in outdated colonial legislation. The lack of both limited access measures and of participation by local fishing communities are highlighted as major deficiencies. The paper concludes by linking these two features as crucial components of durable river management strategies for the future, although other possibilities for management are also reviewed and assessed. Despite some successes, too many stocks continue to decline. Over the past decade, several problems have been identified that have contributed to the current dissatisfaction with how marine fisheries are managed. This dissatisfaction is evident from the large number of lawsuits filed by the fishing industry and environmental organizations. One central problem is overfishing. Overfishing issues have been discussed in a series of NRC reports, and these reports identify overcapitalization, and technological and gear improvements as some of the causes. The reports recommend ways to stem these problems and to advance the practice of fishery science at NMFS. This report reiterates some of these recommendations, and makes new recommendations to enhance the use of data and science for fisheries management.
