Are immigrant children, who have recently come to the U.S., supposed to assimilate into English as fast as possible or should they maintain their native language when entering the American school system? Unfortunately, current English immersion and English as a Second Language (ESL) programs tend to choose the first option. In most cases, minority language students (those who speak a language other than English) are placed in programs which are of a subtractive nature: Rapid transition into the English language not only replaces the native language of these children, but also neglects the culture and heritage connected with that language. Besides this serious concern for minority language students, there is another problem with lan-guage learning in the U.S.: Language majority students (those who only speak Eng-lish) receive an average of two years of foreign language instruction in high school, which does not even come close to develop fluency (Frengel: 2003: 47). All things considered, the U.S. seriously risks becoming a monolingual society in a multicul-tural world. A program which has the potential to solve this problem is the so-called Two-Way Immersion Program (TWI). The special advantage of a TWI program is that it integrates language minority and language majority students in one classroom and provides instruction to all students in both the minority as well as the majority lan-guage. The central goal of these programs is full bilingualism of both groups of stu-dents. Due to the high rates of immigrants entering the U.S. in the last 20 years, the need for TWI programs has increased enormously. The immersion programs evaluated include three major alternatives: (1) the early total French immersion programs of the Carleton, Ottawa, and Toronto Boards of Education; (2) the early partial French immersion program of the Elgin County Board of Education; and (3) the late partial French immersion program of the Peel County Board of Education. Reference is also made to evaluations of similar immersion programs evaluated by other researchers in Ontario and throughout Canada. The report includes a description of the programs and information on the characteristics of some other bilingual education programs found in Ontario. In addition, the following information is provided: (1) discussion of the specific research questions and the research design; (2) presentation of the evaluation findings concerning the linguistic effects; (3) presentation of the findings on the academic effects; and (4) discussion of some social and psychological dimensions of French immersion programs. The Miseducation of English Learners examines the initial policy impact of Structured English Immersion (SEI), an English-only program mandated for English Learners (ELs) in California, Arizona, and Massachusetts in the United States. The book features analyses of: the legal context and parameters of SEI; research history on SEI; SEI language policy and policy implementation according to situated context; and the educational priorities and legal rights of ELs. The book examines the history of SEI in the educational research literature and as it has been interpreted in the context of the legal requirement for schools to take “appropriate action” to meet the needs of ELs following the historic Lau v. Nichols (1974) court decision. The Miseducation of English Learners also presents and considers the implementation of SEI in comparative contexts from various perspectives including teacher education, the classroom, and legal. In several of the chapters, SEI implementation is examined in concert with other factors that have effected the teaching and progress of ELs such as Senate Bill 2042 (2001) that overhauled the teacher education process in California, and the federal No Child Left Behind legislation (signed into law on January 8, 2002). Moreover, the book provides implications and recommendations for teaching, research, advocacy, and policy change.
