The first aim is to contribute to a more productive debate between different theoretical standpoints. There is surprisingly little theoretical and conceptual debate in this burgeoning field, which is one major reason for the failure to fully grasp the diversity of today’s interregionalism. Too often theorists speak past each other, without really engaging with alternative theoretical perspectives or competing research results. Indeed, this book constitutes the first systematic attempt to bring together leading theories and theorists of interregionalism. Leading scholars from around the world develop their own distinctive theoretical perspectives on interregionalism, with a particular emphasis on the dynamic relationship between regionalism and interregionalism. These highly acclaimed theorists have all been associated over the years with a variety of disciplines, institutions, schools and debates and so bring a rich set of insights and connections to this pioneering project. The second part of the book ‘unpacks’ and problematises the region, the driving actors and institutions that are engaged in interregional relations. There is a strong tendency in the field to treat regions as coherent units actors in an interregional relationship, and such simplified notions about ‘regions’ and ‘regional organisations’ necessarily result in superficial and misleading understandings of interregionalism. This part of the book connects the theoretical discussion in the first part with a manageable empirical object.

Book excerpt: European macro-regions, Euroregions and other forms of inter-regional, cross-border cooperation have helped to shape new scenarios and new relational spaces which may generate opportunities for economic development, while redefining the political and economic meaning of national borders. This book is based on a number of key case studies which are crucial to understanding the complex web of political, economic and cultural factors that shape the heterogeneous picture of Europe’s new geography. This book provides a fresh view on this phenomenon, with a realistic approach shedding light on its complexity as well as on its ambiguities. The new macro-regions are interpreted with an approach recognizing the importance of institutionalization, but also their flexible configuration and "blurred" borders. The book also raises the issue of credibility and legitimacy, arguing that inter-regional cooperation has to be removed from the foggy realm of the exchanges between local political and bureaucratic elites in order to be clearly and concretely motivated, and functional to key strategic objectives of the regions. Finally, the authors suggest a complementarity between relations based on proximity and wider (possibly global) networks where some territories, and especially metropolises, find opportunities based on "virtual" proximity. Europe's Changing Geography provides a substantial re-appraisal of a key phenomenon in the process of European integration today. This follows from the support from the former EU INTERREG Community Initiative, since 1989, later transformed into the second main goal of EU Cohesion Policy, by 2007: European Territorial Cooperation - ECT. In order to present the ECT process in a more comprehensive manner, and to be the main literature reference regarding this process in the decades to come, this book is divided into four different sections and 12 chapters. The first section summarizes the main impacts and added-value from ETC experiences while proposing the elevation of the ETC goals within EU Cohesion Policies. The second section addresses the process of cross-border cooperation, and namely its impact in reducing border obstacles and supporting ever growing number of cross-border entities. The third section elaborates on the second most important ETC process (transnational cooperation) with a similar approach. Finally, a last section debates the future scenarios for this process in Europe.
