Book excerpt: This document constitutes the (1991--1992) technical progress report and continuation proposal for the ongoing medium energy nuclear physics research program supported by the US Department of Energy through special Research Grant DE-FG05-88ER40444. The experiments discussed are conducted at the Los Alamos National Laboratory's (LANL) Clinton P. Anderson Meson Physics Facility (LAMPF) and the Alternating Gradient Synchrotron (AGS) facility of the Brookhaven National Laboratory (BNL). The overall motivation for the work discussed in this document is driven by three main objectives: (1) provide hadron-nucleon and hadron-nucleus scattering data which serve to facilitate the study of effective two-body interactions, test (and possibly determine) nuclear structure, and help study reaction mechanisms and dynamics; (2) provide unique, first-of-a-kind ''exploratory'' hadron-nucleus scattering data in the hope that such data will lead to discovery of new phenomena and new physics; and (3) perform precision tests of fundamental interactions, such as rare decay searches, whose observation would imply fundamental new physics.

The focus of our program remains the understanding of the short-range part of the strong interaction in the nuclear medium. In the past three years we have focused our attention ever more sharply on experiments with real tagged photons at CEBAF. We are part of the Hall-B Collaboration at CEBAF. We are co-spokespersons on two approved CEBAF experiments, Photoreactions on 3He and Photoabsorption and Photofission of Nuclei, and we are preparing another, Nondiffractive Photoproduction of the [rho] Meson with Linearly Polarized Photons, for presentation to the next CEBAF PAC. We are part of the team that is instrumenting the Photon Tagger and a high-energy tagged polarized-photon beam for Hall B; some of the instrumentation for these projects is being built at our Nuclear Detector Laboratory, under the auspices of The George Washington University Center for Nuclear Studies. Our recent measurements of pion scattering from 3H and 3He at LAMPF and of cluster knockout from few-body nuclei at NIKHEF have yielded very provocative results, showing the importance of the very light nuclei as a laboratory for quantifying important aspects of the nuclear many-body force. We look forward to expanding our studies of short-range forces in nuclei, particularly the very fight nuclei using electromagnetic probes and employing the extraordinary power of CEBAF and the CLAS.

Book excerpt: The Republic of Korea's industrial policy has directed that nation's economy through nearly three decades of spectacular growth. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

In particular, we want to investigate extensions of the search to hadronic reactions. The appearance of anomalous terms in the matrix elements of SU(3){sub color} currents, indicating the presence of ''new physics'' in the quark sector of the Standard Model, can be studied by following the jet evolution and hadronization. The effect is expected to be rather large in top quark initial state gluon Bremsstrahlung, thus colliders are a good testing ground for the presence of ''new physics'' even at Tevatron energies. We continue the study of astro-particle physics. We propose to investigate further the structure of extensive air showers associated with point sources in the sky. We propose to study neutrino production in the Milky Way: this will enable us both to estimate the background of neutrino telescopes and to search for the presence of baryonic dark matter in the galactic halo.
