This volume explores the latest developments in our understanding of income and wealth distribution and mobility. The first section addresses observed patterns of income inequality and shifts in compensation and fluidity that drive or reinforce income inequality. The next focuses on wealth inequality, including the difficulties of defining and measuring wealth. The third section presents new evidence on the intergenerational transmission of inequality and the mechanisms that sustain these patterns. A fourth set of chapters studies the mitigation of inequality, including variations in intervention strategies across time and geography. Finally, issues related to using national accounting data in comparison with survey and microdata are examined. Lack of data, particularly wealth data at the individual or household level in most countries, presents a challenge. Momentum has been building to link multiple sources of survey, administrative and other data in order to mitigate measurement problems in single sources and to provide more comprehensive data on income and wealth"--

Book excerpt: The purpose of this study is in keeping with the shift in concern over the eco nomic problems of growth to those of income distribution in recent years. Income distribution problems may be analyzed by not only the traditional procedures, but also by some extensions of the input-output technique as I shall demonstrate in this volume of the Lecture Notes. Some fruitful results are obtained by applying the extended input-output technique to income analysis as well as to output analysis. This volume consists of three parts. These parts may be viewed along two veins, with some overlapping unavoidable: (1) Parts One and Two contain extensions of the input-output analysis and (2) Parts One and Three contain studies of the effects of the structure of income distribution on some other economic relationships. First, as an extension of the input-output analysis, we present a synthesis of the Leontief interindustry matrix multiplier and the Keynesian income multiplier in disaggregated form, and introduce a new concept which may be called the "Interrela tional Income Multiplier" as a matrix. It is designed to analyze the interrelation ships among various income-groups in the process of income formation through the medium of industrial production activity. Although this multi-sector multiplier follows from Leontief's interindustry matrix multiplier, it is formulated by the inclusion of the income generation process, which is omitted in the usual input output open model, and by projecting the multiplier process into not only the output determination side, but also into the income-determination side.

Today, in the beginning of the 2000s, the position is different. During the last quarter of a century, economic growth proved to be unsteady and rather slow on average. The situation of those at the bottom ceased to improve regularly as in the preceding fast growth and full-employment period. Europe has seen prolonged unemployment and there has been widening wage dispersion in a number of OECD countries. Rising affluence in rich countries coexists, in a number of such countries, with the persistence of poverty. As a consequence, it is difficult nowadays to think of an issue ranking high in the public economic debate without some strong explicit distributive implications. Monetary policy, fiscal policy, taxes, monetary or trade union, privatisation, price and competition regulation, the future of the Welfare State are all issues which are now often perceived as conflictual because of their strong redistributive content. Economists have responded quickly to the renewed general interest in distribution, and the contents of this Handbook are very different from those which would have been included had it been written ten or twenty years ago. It has now become common to have income distribution variables playing a pivotal role in economic models. The recent interest in the relationship between growth and distribution is a good example of this. The surge of political economy in the contemporary literature is also a route by which distribution is coming to re-occupy the place it deserves. Within economics itself, the development of models of imperfect information and informational asymmetries have not only provided a means of resolving the puzzle as to why identical workers get paid different amounts, but have also caused reconsideration of the efficiency of market outcomes. These models indicate that there may not necessarily be an efficiency/equity trade-off; it may be possible to make progress on both fronts. The introduction and subsequent 14 chapters of this Handbook cover in detail all these new developments, insisting at the same time on how they tie with the previous literature on income distribution. The overall perspective is intentionally broad. As with landscapes, adopting various points of view on a given issue may often be the only way of perceiving its essence or reality. Accordingly, income distribution issues in the various chapters of this volume are considered under their theoretical or their empirical side, under a normative or a positive angle, in connection with redistribution policy, in a micro or macro-economic context, in different institutional settings, at various point of space, in a historical or contemporaneous perspective. Specialized readers will go directly to the chapter dealing with the issue or using the approach they are interested in. For them, this Handbook will be a clear and sure reference. To more patient readers who will go through various chapters of this volume, this Handbook should provide the multi-faceted view that seems necessary for a deep understanding of most issues in the field of distribution. Book excerpt: This paper analyzes the extent of income inequality from a global perspective, its drivers, and what to do about it. The drivers of inequality vary widely amongst countries, with some common drivers being the skill premium associated with technical change and globalization, weakening protection for labor, and lack of financial inclusion in developing countries. We find that increasing the income share of the poor and the middle class actually increases growth while a rising income share of the top 20 percent results in lower growth—that is, when the rich get richer, benefits do not trickle down. This suggests that policies need to be country specific but should focus on raising the income share of the poor, and ensuring there is no hollowing out of the middle class. To tackle inequality, financial inclusion is imperative in emerging and developing countries while in advanced economies, policies should focus on raising human capital and skills and making tax systems more progressive.

Book excerpt: Jean-Jacques Rousseau wrote in the Preface to his famous Discourse on Inequality that “I consider the subject of the following discourse as one of the most interesting questions philosophy can propose, and unhappily for us, one of the most thorny that philosophers can have to solve. For how shall we know the source of inequality between men, if we do not begin by knowing mankind?” (Rousseau, 1754). This citation of Rousseau appears in an article in Spanish where Dagum (2001), in the memory of whom this book is published, also cites Socrates who said that the only useful knowledge is that which makes us better and Seneca who wrote that knowing what a straight line is, is not important if we do not know what rectitude is. These references are indeed a good illustration of Dagum’s vast knowledge, which was clearly not limited to the ?eld of Economics. For Camilo the ?rst part of Rousseau’s citation certainly justi?ed his interest in the ?eld of inequality which was at the centre of his scienti?c preoccupations. It should however be stressed that for Camilo the second part of the citation represented a “solid argument in favor of giving macroeconomic foundations to microeconomic behavior” (Dagum, 2001). More precisely, “individualism and methodological holism complete each other in contributing to the explanation of individual and social behavior” (Dagum, 2001).
