Documents easily obtainable, such as the Declaration of Independence, are omitted to make room for typical and other interesting documents not usually accessible. Is this book intended to be an office-holders' manual? No; but it is intended to help students to get an insight into the way in which public business is carried on. Is it designed as an elementary treatise on law? No; but the hope is indulged that the young people who study it will catch something of the spirit of law, which to know is to respect. The more simple investigations only should be undertaken in classes composed of the younger pupils. Care should be exercised, also, in selecting only questions of especial interest to the particular community; for example, rural schools will naturally omit many questions pertaining to urban conditions, and vice versa. As a rule, it will be best to assign one question to each pupil, or to a group of pupils, to be reported on at a future date. The teacher should suggest sources of information for pupils to make use of in their investigations. Often the parents, or older brothers and sisters, can give the necessary help; or, again, it may be advisable to consult local officials for information concerning their work. Members of the class should be encouraged to visit township, county, and municipal offices; and local officials should he invited to come before the class and describe the business of their departments. The study of civil government is properly a department of ethics, and unless considered ethically, is essentially barren. The city boy soon enough and easily enough becomes acquainted with the facts of municipal administration, - what offices there are, what salaries they carry, and how they are filled. What he is not likely to learn, unless the school teaches it, is the moral aspect of all civil functions, the right and wrong of them. In all these matters false standards are so common, moral distinctions have become so confused by custom, that unless the truth is apprehended clearly before selfish interests blur the vision, unless right principles are early instilled, the young man is likely to come into his heritage of citizenship morally handicapped, and society is sure to suffer thereby. Those universal principles of fairness which underlie all righteous law appeal with peculiar force to boys, are indeed inwrought by them into all their organizations. It appears to them that our public and private schools, both higher and lower, have thus far made but partial and insufficient contributions toward the civic knowledge and idealism that our country, with its complex economic and political life, certainly needs. These schools do achieve much in general education; but of purposive civic education they give little, and that little is too often made futile by its formalism or wasted by its puerility. America needs more and better education for citizenship - to that proposition all will give ready assent. Many commissions are studying ways and means of civic and other forms of social education. Special efforts are being made everywhere in teacher-training institutions to inspire and equip regular or special teachers for this difficult work. Philanthropy finances the "scouting education" of the Boy Scout movement in large part because of its promising contributions to good citizenship. The exactions of the war and the economic perturbations consequent on the war have forced us to see that our political institutions, serviceable as they have become, are not fully equal to the social loads they must carry. Statesmen and other students of social life are insistent in their demands. Progressive educators are generally awake to the need.
