Book excerpt: Higher education in Latin America and the Caribbean (LAC) has expanded dramatically in the new millennium, yet enrollment in short-cycle programs (SCPs) is still relatively low. Shorter and more practical than bachelor’s programs, SCPs can form skilled human capital fast. The economic crisis created by the COVID-19 pandemic has accentuated underlying trends, such as automation, the use of electronic platforms, and the need for lifelong learning. Addressing these demands requires the urgent upskilling and reskilling of the population—a task for which SCPs are uniquely suited. The Fast Track to New Skills: Short-Cycle Higher Education Programs in Latin America and the Caribbean explores the labor market out¬comes and returns of SCPs, examines their providers, and identifies the practices adopted by the best programs. Relying on unique data that includes a novel survey of SCP directors in five LAC countries, it finds that while SCPs generate, on average, good labor market out¬comes, they vary greatly in quality. SCP providers respond quickly and flexibly to local economy needs; and specific practices related to faculty, job search assistance, and interaction with prospective em¬ployers are distinctive of the best programs. Drawing on these findings, The Fast Track to New Skills discusses how to create an environment where good programs are offered and students have the interest and means to attend them. It draws attention to a higher education sector that has been typically overlooked, both in research and policy. The Fast Track to New Skills will be of interest to policy makers, researchers, and the public at large.

Following evidence for the U.S., increasing access to short-cycle degrees might attract some students who would not have enrolled in higher education otherwise (i.e., the expansion or democratization margin), while also inducing other students to divert from bachelor's- and into short-cycle- degrees (i.e., the diversion margin). To identify responses along these margins, this paper uses an Instrumental Variables strategy and exploits local variation in the supply of short-cycle programs for the universe of high school graduates in 2005. Having at least one higher education institution specialized in short-cycle degrees within a 10 km radius of the student's high school municipality increases enrollment in short-cycle programs by 3 percentage points, or 30 percent of the sample average. Results indicate that this enrollment increase is largely driven by students who would divert from bachelor's to short-cycle degrees due to changes in the local supply of short-cycle program. For these students, SCPs improve participation in the formal labor market among females, although they lead to lower monthly wages among males.

Expanding access to these programs might affect the behavior of some students (compliers) in two margins: the expansion margin (students who would not have enrolled in higher education otherwise) and the diversion margin (students who would have enrolled in bachelor's programs otherwise). To quantify these responses, we exploit local exogenous variation in the supply of higher education institutions (HEIs) facing Colombian high school graduates in an empirical multinomial choice model with several instruments. According to our findings, the presence of at least one HEI specialized in SC programs in the vicinity of the student's high school municipality increases SC enrollment by 3.7-4.5 percentage points (40-50% of the SC enrollment rate). The diversion margin largely drives this effect. For female compliers, enrollment in SC programs increases formal employment relative to the next-best alternative. For male compliers, in contrast, it lowers formal employment and wages. These results should alert policymakers of the unexpected consequences of higher education expansionary policies.

In this paper, we estimate the program-level contribution of SCPs to student academic and labor market outcomes, and study how and why these contributions vary across programs. We exploit unique administrative data from Colombia on the universe of students, institutions, and programs to control for a rich set of student, peer, and local choice set characteristics. We find that program-level contributions account for about 60-70 percent of the variation in student-level graduation and labor market outcomes. Our estimates show that programs vary greatly in their contributions, across and especially within fields of study. Moreover, the estimated contributions are strongly correlated with program outcomes but not with other commonly used quality measures. Programs contribute more to formal employment and wages when they are longer, have been provided for a longer time, are taught by more specialized institutions, and are offered in larger cities.

Book excerpt: This paper explores the relationship between the practices, inputs, and other characteristics of short-cycle higher education programs (SCPs) and their students' academic and labor market outcomes. A novel survey was designed and conducted to collect program-level information on quality determinants and program average outcomes for five countries in Latin America and the Caribbean. Quality determinants are grouped into the following categories: curriculum and training, infrastructure faculty, private sector engagement and job search assistance, costs and funding, and other practices related to student admission and institutional governance. In addition, individual-level data on SCP graduates was collected for Ecuador and matched to program survey data. Estimates from pooled survey data for the five countries indicate that specific quality determinants are positively associated with academic and labor market outcomes. Moreover, determinants account for about one-third of the explained variation in academic outcomes and formal employment. In contrast, estimates for Ecuador indicate that labor market outcomes are mostly associated with student and peer characteristics rather than program quality determinants. These findings can inform the design and replication of high-quality SCPs as well as their oversight and regulation.
