Parents trying to pay for their children's education, college administrators competing for students, and even President Bill Clinton, whose recently proposed tax breaks for college would change sharply the federal government's financial commitment to higher education, have staked a claim in its resolution. In The Student Aid Game, Michael McPherson and Morton Owen Schapiro explain how both colleges and governments are struggling to cope with a rapidly changing marketplace, and show how sound policies can help preserve the strengths and remedy some emerging weaknesses of American higher education. McPherson and Schapiro offer a detailed look at how undergraduate education is financed in the United States, highlighting differences across sectors and for students of differing family backgrounds. They review the implications of recent financing trends for access to and choice of undergraduate college and gauge the implications of these national trends for the future of college opportunity. The authors examine how student aid fits into college budgets, how aid and pricing decisions are shaped by government higher education policies, and how competition has radically reshaped the way colleges think about the strategic role of student aid. Of particular interest is the issue of merit aid. McPherson and Schapiro consider the attractions and pitfalls of merit aid from the viewpoint of students, institutions, and society. The Student Aid Game concludes with an examination of policy options for both government and individual institutions. Book excerpt: The National Postsecondary Student Aid Study (NPSAS) is a comprehensive nationwide study conducted by the National Center for Education Statistics to determine how students and their families pay for postsecondary education and to describe some demographic and other characteristics of those enrolled. The study is based on a nationally representative sample of students in postsecondary education, including undergraduate, graduate, and first-professional students at public and private institutions, whether less-than-two-year, two-year, or four-year. Data were available on about 82,000 students, and parents of 18,000 students were selected for a telephone interview. This discussion of survey methodology focuses on: (1) study objectives and design; (2) institution sampling and enlistment; (3) student and parent sampling; (4) institutional records data collection; (5) student and parent surveys; (6) file creation and data analysis; (7) weights and variance estimation; (8) the 1993 NPSAS field test; and (9) a summary and recommendations for survey improvement. Book excerpt: To assist Congress as it prepares for the reauthorization of the Higher Education Act, a study was undertaken of Title IV aid programs and higher education tax provisions designed to assist students and families. Focusing on the HOPE and Lifetime Learning tax credits. Data from the National Postsecondary Student Aid Study and other databases were used. In the 1999-2000 academic year, it is estimated that the Lifetime Learning and HOPE tax credits provided more than 4 in 10 undergraduate students with benefits that equaled a varying share of tuition and fees charged and Title IV aid received. Some students families had incomes too high to use the credits; others had tax liabilities too low to use the credits or to use the credits to the maximum. Among all dependent students who received the HOPE credit, it equaled, on average, about 20% of the tuition and fees, and for independent students, the HOPE credit equaled about 30% of tuition and fees. Taken together, Title IV student aid and higher education tax credits now assist more than 70% of undergraduate students and families in paying for postsecondary education. Five appendixes contain details about methodology and research, comments from government agencies, and a list of contacts and staff at the General Accounting Office. NPSAS is a comprehensive study that is examining how students and their families pay for postsecondary education. It includes nationally representative samples of undergraduates, graduates, and first-professional students, students attending less-than-two-year, two-year, four-year, and doctoral granting institutions. Tables include information that shows aid for undergraduates by source and student characteristic, by type of aid, average amounts of federal and non-federal aid, graduate and professional students receiving aid and the average amounts of aid they receive. Highlights of the report include: (1) about 40 percent of undergraduates (about 7.7 million) received financial aid from some source; (2) about 1 out of every 3 undergraduates received some type of federal aid and about 2 out of every 10 received federal grants; (3) among the 2.2 million aided undergraduates enrolled at public two-year institutions, the average amount of aid received was about $2,200; (4) among graduate and first-professional students about 4 of every 10 received some financial aid from any source averaging $8,500; and (5) about 75 percent of first-professional program students received aid averaging over $14,500. Appendixes contain 11 tables, including eight standard error tables, and description of variables used in this tabulation. (JB)
