First, the panel was asked to examine the measures selected to assess the performance and effectiveness of the Stryker/IBCT in comparison both to requirements and to the baseline system. Second, the panel was asked to review the test design for the Stryker/IBCT initial operational test to see whether it is consistent with best practices. Third, the panel was asked to identify the advantages and disadvantages of techniques for combining operational test data with data from other sources and types of use. In this report the panel presents findings, conclusions, and recommendations pertaining to the first two issues: measures of performance and effectiveness, and test design. The panel intends to prepare a second report that discusses techniques for combining information.

Book excerpt: "The authors of this report seek to understand how network-centric operations (NCO) capabilities are a source of combat power for the Army's Stryker brigade and to determine the extent to which the tenets of NCO are realized by the unit. Using a broad range of measures of effectiveness, the authors compared the performance of a Stryker brigade with that of a nondigitized light infantry brigade in certification exercises at the Joint Readiness Training Center and found that the Stryker brigade's superior networking capabilities, superior shared situational awareness, speed of command, and ability to control the speed of command vastly improved the brigade's performance in these exercises. Using NCO measures of effectiveness, this analysis sheds light on the NCO capabilities that made the Stryker brigade a more agile and effective combat force. The authors conclude by discussing the potential implications of future NCO capabilities for future Army forces."--BOOK JACKET.

Designed to meet the challenges of operating in a counterinsurgency environment, the MRAP has taken survivability to a new level. MRAPs are currently manufactured by three companies: BAE Systems, Navistar International Military Group, and Force Protection Inc. Each company manufactures an MRAP according to one of three classifications set by the US Department of Defense: Category I, Category II, or Category III. The Category I MRAPs are designed for urban combat. Category II covers the MRAPs designed for convoy security, medical evacuation, and explosive ordnance disposal. The Category III MRAP performs the same function as Category II but is designed to carry more personnel. Since their introduction in 2007, MRAPs have performed remarkably in the asymmetric warfare environment. Their unique design and survivability characteristics have saved the lives hundreds of soldiers who otherwise would have been lost to landmines or IED attacks. As with any combat system, however, the MRAP is not without its drawbacks.

For short-warning crises in other regions, Marine Expeditionary Units, the 82nd Airborne Division, Special Operations Forces, and Air Force/Navy air would be combined as appropriate to provide a limited capability that has usually been sufficient for noncombat evacuations and other lesser contingencies. The United States has not had the ability to deploy large joint forces globally from North America in a matter of days or weeks: The transportation challenge has been simply too great. Army transformation efforts seek to establish that ability, turning the Army from the Legacy Force made up of well-equipped heavy warfighting forces, which are difficult to deploy strategically, and rapidly responding light forces, which lack staying power against heavy mechanized forces, to, first, an Interim Force of Stryker Brigade Combat Teams' brigade-sized forces equipped with a family of current generation medium weight wheeled armored vehicles--then, 15 to 20 years out, the Objective Force, equipped with the Future Combat System (FCS), a medium weight tank that the Army hopes can be as survivable and lethal as the 70-ton M-1 tank.
