In the introduction of the course the students had to think about the most important differences between the political systems of the United States and the European countries. Among other major points the class came to the result that especially the different ways and extents of providing social security and welfare for their citizens can be regarded as one of the most important differences between the American and European systems. Moreover the different models of welfare state p layed an important role in the discussions between European and American exchange students in the last months and a lot of mutual prejudices dealing with the different kinds of welfare capitalism had to be cleared up. For this reason the author chose the topic of social security and welfare in Europe and the States for this assignment. Today systems of social security and welfare are part of every modern democracy in the world and most of the people in the „western countries“ – including the US - count on the social services and provisions given by the state. Over the last 120 years and especially since World War II social and welfare policy has become one of the major cores of modern democracies, without most of them the political systems could be regarded as much more instable today. Nevertheless the differences between the single systems and their historical, economical and social backrounds are still strong, especially between America and Europe. Accordingly to the questions given above, in the following paper the author wants to - give a brief and critical overview of the american system of social security and welfare (Chapter 2), - describe challenges and perspectives of the american system on the basis of two state issues (Chapter 3), - give a short comparison of the general character of the american and european systems of social security on the basis of the course literature, the modell of Esping-Andersen and statistical data (Chapter 4) [...]

It attempts to link their historical dynamics and contemporary problems in an international perspective. Building on collaboration between European-and American-based research groups, the editors have coordinated contributions by economists, political scientists, sociologists, and historians. The developments they analyze cover a time span from the initiation of modern national social policies at the end of the nineteenth century to the present. The experiences of all the presently existing Western European systems except Spain and Portugal are systematically encompassed, with comparisons developed selectively with the experiences of the United States and Canada. The development of the social security systems, of public expenditures!and taxation, of public education and educational opportunities, and of income inequality are described, compared, and analyzed for varying groupings of the Western European and North American nations. This volume addresses itself mainly to two audiences. The first includes all students of policy problems of the welfare states who seek to gain a comparative perspective and historical understanding. A second group may be more interested in the theory and empirical analysis of long-term societal developments. In this context, the growth of the welfare states ranges as a major departure, along with the development of national states and capitalist economies. The welfare state is interpreted as a general phenomenon of modernization, as a product of the increasing differentiation and the growing size of societies on the one hand, and of processes of social and political mobilization on the other. It is an important element of the structural convergence of modern societies -- by its mere weight in all countries -- and at the same time a source of divergence by the variations within its institutional structure.

Book excerpt: Hauptbeschreibung The German proverb Misfortune seldom arrives alone, captures completely the essence of present German social economic difficulties. The decade of vibrant economic growth has become a memory and is not part of the historical experience shared by the generation born in the 70s and 80s, getting in to work now. Most of these young people do not know the right balance between efficiency and equity. Self-responsibility and self-decision-making, on the one hand, and social security to prevent poverty on the other, are both very important features in creating a civil society, as a third sector between the private and the public sectors. The definition of this type of civil society and the avoidance of a liberal model through the Bismarckian conservative social security system, to maintain the status even in the case of an emergency, will be described in the the first part of the second chapter as a basis for liberty and the increase of the national product. On the other hand, in Ireland between 1988 and 2000 real GDP has grown 132 per cent. It was not only the social pact model which resulted in magnificent economic growth rates, but the whole welfare system was improved to give more incentives, to establish more self-responsibility and to reduce status maintaining features (Baccaro and Simoni, 2004). The beginning and the framework of the Irish success, in terms of efficiency and equity, will be discussed in the second part of the second chapter. The third chapter describes in a detailed way the differences of social security financing and its impact on efficiency and equity in both Germany and Ireland. The fourth chapter is divided into two parts. The first part deals with the unlimited social service provision of health care, disability and occupational benefits in Germany and compares it to the Irish system. The fifth chapter deals with, as a consequence of the described problems in the fourth chapter, poverty reduction and efficiency increase, to develop a civil society. Therefore, the first part discusses the effects of increased take home pay due to less social security contributions for both employer and employee, as was achieved due to social pacts in Ireland. The second part relates efficiency and equity, measured in terms of effectiveness to one another and explains that a more efficient management of social security in Germany might be a solution to current difficulties. The better relationship between efficiency and equity in Ireland has led to the conviction that less social contribution revenue must be targetted more exactly. Finally, it will be explained in the conclusion, that a partial retreat from the outdated conservative system is not avoidable any more. Of course, Ireland seems to be less equitable, but on the other hand it is efficient. Germany''s system is neither equitable nor efficient.
