Book Structure and Dynamics of the U S Federal Professional Services Industrial Base 1995 2007

Download or read book Structure and Dynamics of the U S Federal Professional Services Industrial Base 1995 2007 written by and published by . This book was released on 2009 with total page 95 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. government has a permanent and growing reliance on contracts with the private sector for a wide range of professional and support services. For the past three years, CSIS research has tracked the trends driving the professional services industry since 1995. This report analyzes these trends through 2007, the most recent year for which reliable data are available. Data are from the Federal Procurement Data System (FPDS). On the basis of this analysis, we conclude that the macro trends of the past decade continued in 2006 and 2007. For the fourth year in a row, providing professional services to the federal government has represented a larger market than selling hardware to the government. This is a historic, unprecedented shift in modern times. However, growth in federal service contracts did slow between 2006 and 2007. That trend is more reminiscent of the mid-1990s than the 2002-2006 period and could indicate a leveling-off of the market.

This book was released on 2013-09-26 with total page 99 pages. Available in PDF, EPUB and Kindle. Book excerpt: In a time of austerity, the U.S. government’s reliance on the private sector for a range of services has declined for two consecutive years. Even so, real services contract spending in 2012 remains more than 80 percent above the level in 2000. The CSIS Defense-Industrial Initiatives Group brings eight years of experience to the task of understanding this industry in flux. This report examines contract factors, like competition, funding mechanism, and vehicle, while also looking at industrial base factors like vendor market share by size and top contractors by total services revenue. The study team then applies this analysis to individual government customers and service areas. The 2000–2012 iteration of the report also significantly updates the policy implications chapter. This section examines the controversial topics of contract size and multi-award contracts to determine what the data say about their ramifications.

Book Democracy s Arsenal

Download or read book Democracy s Arsenal written by Jacques S. Gansler and published by MIT Press. This book was released on 2013-08-16 with total page 449 pages. Available in PDF, EPUB and Kindle. Book excerpt: An expert explains why the security needs of the twenty-first century require a transformation of the defense industry of the twentieth century. New geopolitical realities—including terrorism, pandemics, rogue nuclear states, resource conflicts, insurgencies, mass migration, economic collapse, and cyber attacks—have created a dramatically different national-security environment for America. Twentieth-century defense strategies, technologies, and industrial practices will not meet the security requirements of a post-9/11 world. In Democracy's Arsenal, Jacques Gansler describes the transformations needed in government and industry to achieve a new, more effective system of national defense. Drawing on his decades of experience in industry, government, and academia, Gansler argues that the old model of ever-increasing defense expenditures on largely outmoded weapons systems must be replaced by a strategy that combines a healthy economy, effective international relations, and a strong (but affordable) national security posture. The defense industry must remake itself to become responsive and relevant to the needs of twenty-first-century security.

Book Government by Contract

Download or read book Government by Contract written by Jody Freeman and published by Harvard University Press. This book was released on 2009-02-28 with total page 550 pages. Available in PDF, EPUB and Kindle. Book excerpt: The dramatic growth of government over the course of the twentieth century since the New Deal prompts concern among libertarians and conservatives and also among those who worry about government’s costs, efficiency, and quality of service. These concerns, combined with rising confidence in private markets, motivate the widespread shift of federal and state government work to private organizations. This shift typically alters only who performs the work, not who pays or is ultimately responsible for it. “Government by contract” now includes military intelligence, environmental monitoring, prison management, and interrogation of terrorism suspects. Outsourcing government work raises questions of accountability. What role should costs, quality, and democratic oversight play in contracting out government work? What tools do citizens and consumers need to evaluate the effectiveness of government contracts? How can the work be structured for optimal performance as well as compliance with public values? Government by Contract explains the phenomenon and scope of government outsourcing and sets an agenda for future research attentive to workforce capacities as well as legal, economic, and political concerns.

Available in PDF, EPUB and Kindle. Book excerpt: Simulation is used in economics to solve large econometric models, for large-scale micro simulations, and to obtain numerical solutions for policy design in top-down established models. But these applications fail to take advantage of the methods offered by artificial economics (AE) through artificial intelligence and distributed computing. AE is a bottom-up and generative approach of agent-based modelling developed to get a deeper insight into the complexity of economics. AE can be viewed as a very elegant and general class of modelling techniques that generalize numerical economics, mathematical programming and micro simulation approaches. The papers presented in this book address methodological questions and applications of AE to macroeconomics, industrial organization, information and learning, market dynamics, finance and financial markets.
