Book excerpt: The new EU Cohesion Policy is one of the largest integrated development policies in the Western world, and one of the largest of such programmes anywhere in the world. The reforms to the EU Cohesion Policy contain many different elements each of which interlink in order to provide a cohesive overall framework. Some of the key elements in the reforms, however, relate to the conditionalities employed and their effects on policy governance and the control mechanism, the smart specialization approach to policy prioritization and resource allocation, the underlying place-based logic of the policy, and the overall results orientation and evaluation emphasis of the policy. In each of the areas of the EU Cohesion Policy reforms, many different scholars from the fields of regional studies, regional science and economic geography have played important roles in shaping the new policy, and the chapters here highlight these increasing interactions between the policy and academic spheres of debate. The collection of essays in this book each deal with specific aspects of these critical elements of the Cohesion Policy reforms. In particular, they examine some of the strengths and weaknesses of these individual elements and allowing for a better understanding of the origins and backgrounds of many of the ideas underpinning these reforms. First, we discuss the emerging Europe, the new unity based on democracy and the market economy, the special European Union formula, and comparisons with America.Second, we analyze the dynamics of the European economy, the convergence process, the gaps between United States in productivity and standard of living, competitiveness issues, and the emergence of a new European economy and new European policy mix.Third, we consider European social conditions, the stationary and aging population, Europe's low employment rate and permanently high unemployment. European economic growth could draw on two major sources: the labor reserves and reforms in factor, product and service markets. In a monetary union, advanced industrial relations should promote labor mobility and salary flexibility. The social security systems permit the redistribution and cohesion which defines the European model.Fourth, for the new Europe, the structural reform strategy is the way forward for the challenge of European economic policy and social policy: more and better jobs thanks to sustainable growth in a dynamic and competitive knowledge-based economy, favoring greater social cohesion.

Yet tensions often arises between country specificities and goals, on one side, and pressures by partners and EU wide goals on the other side. The paper discusses the European economic governance issues building upon a sketchy historical account of the so called Open Method of Coordination. It is argued that the structural reforms' success depends upon aspects like the variety, ex ante identifiability and easiness to organize of their potential supporters as well as the presence of institutional mechanisms through which it is possible to compensate the potential losers and/or distributing on wider and fairer basis their benefits; furthermore mechanisms capable to contrast the shortsightedness of many political decisions, also favouring the political participation of all often silent stakeholders, are argued as essential. The most important contribution from EU wide pressures and rules is identified in the capacity building of national institution, to be based also upon stringent rules, aiming at fostering national governments' accountability and the policy evaluation tools.

Book excerpt: We use a production function approach in investigating the relationship between financial development and economic growth in 9 EU accession 6 mostly transition countries. These findings are compared with the results for the group of 18 developed countries, and separately, with the results for a group of less developed EU countries 6 structural fund recipients. We use aggregate measures of financial development as well as measures for single segments of financial sectors. In context of transition countries, bond markets are, to our knowledge, taken explicitly into account for the first time. We find that domestic credit and bond markets together with real capital stock growth stimulate economic growth in transition. With progress in cohesion, educational attainment becomes the next important factor that contributes to economic growth followed by labor participation in mature market economies. For the developed countries, financial sector did not play any positive role for growth over the period under study. We conclude that transfer mechanisms for growth differ over the development cycle. This is important to growth theory, to the sequencing of economic reforms and to financial sector development priorities. (author's abstract).
