Book Pakistan s Counterterrorism Challenge

Download or read book Pakistan s Counterterrorism Challenge written by Moeed Yusuf and published by Georgetown University Press. This book was released on 2014-02-18 with total page 271 pages. Available in PDF, EPUB and Kindle. Book excerpt: Pakistan, which since 9/11 has come to be seen as one of the world’s most dangerous places and has been referred to as “the epicenter of international terrorism,” faces an acute counterterrorism (CT) challenge. The book focuses on violence being perpetrated against the Pakistani state by Islamist groups and how Pakistan can address these challenges, concentrating not only on military aspects but on the often-ignored political, legal, law enforcement, financial, and technological facets of the challenge. Edited by Moeed Yusuf of the US Institute of Peace, and featuring the contributions and insights of Pakistani policy practitioners and scholars as well as international specialists with deep expertise in the region, the volume explores the current debate surrounding Pakistan’s ability—and incentives—to crack down on Islamist terrorism and provides an in-depth examination of the multiple facets of this existential threat confronting the Pakistani state and people. The book pays special attention to the non-traditional functions of force that are central to Pakistan’s ability to subdue militancy but which have not received the deserved attention from the Pakistani state nor from western experts. In particular, this path-breaking volume, the first to explore these various facets holistically, focuses on the weakness of political institutions, the role of policing, criminal justice systems, choking financing for militancy, and regulating the use of media and technology by militants. Military force alone, also examined in this volume, will not solve Pakistan’s Islamist challenge. With original insights and attention to detail, the authors provide a roadmap for Western and Pakistani policymakers alike to address the weaknesses in Pakistan’s CT strategy.

Book Public Administration in South Asia

Download or read book Public Administration in South Asia written by Meghna Sabharwal and published by Routledge. This book was released on 2017-09-25 with total page 521 pages. Available in PDF, EPUB and Kindle. Book excerpt: A state-of-the-art, one-stop resource, Public Administration in South Asia: India, Bangladesh, and Pakistan examines public administration issues and advances in the Indian subcontinent. The book fulfills a critical need. These nations have the largest public administration programs in South Asia, yet existing knowledge on them is fragmented at best. Bringing together leading scholars from these countries, this book provides both an insider perspective and a scholarly look at the challenges and accomplishments in the region. Focusing on the machinery of government, the book explores questions such as: What is the history of public administration development? How are major decisions made in the agencies? Why are anti-corruption efforts so much a challenge? What is the significance of intergovernmental relations? What is the success of administrative reform? What are examples of successful social development programs? How successful is e-government, and what are its challenges? Why is civil service reform difficult to achieve? How is freedom of information being used as a means to combat corruption and invoke grassroots activism? What can be learned from the successes and failures? While public administration practice and education have become considerably professionalized in the last decade, a sufficiently in-depth and well-rounded reference on public administration in these countries is sorely lacking. Most available books tackle only aspects of public administration such as administrative reforms, civil service, economic developments, or public policy, and are country specific. None provide the in-depth analysis of the sphere of public action in South Asia found in this book. It supplies an understanding of how public administration can be either the source of, or solution to, so many of the problems and achievements in the Indian subcontinent.

Download or read book Torture Behind Bars written by Joshua N. Aston and published by Oxford University Press. This book was released on 2020-01-16 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although considered an ancient concept, torture is still practised globally, and with more meticulousness and sophistication than ever before. Custodial violence refers to a form of torture that is experienced physically, psychologically, or emotionally in the custody of a lawful authority. The international legal regime on torture is an area of convergence between international human rights law and humanitarian law, both of which condemn torture in any form. Torture Behind Bars analyses the context of torture and ill-treatment of prisoners and crimes committed by the members of the police force. This may be in the form of custodial violence, or may begin from the point of detention and continue post-custody. The author reviews the role and accountability of the police force in India in the light of the reports of various national and international human rights committees, non-governmental organizations, and other independent reports. The book highlights several such cases which blatantly disregard the law meant for upholding the human rights and dignity of the individuals.
