Book excerpt: This book makes a compelling case for reintegrating structural issues into agricultural and rural development policies, which have for the last 30 years over-focused on short-term issues. It shows how the liberalization of agriculture in many late developing countries has not in fact led to the development of the vibrant rural non-farm economy so often discussed in the literature. Neither has it led to a large-scale integration of agricultural producers into the global economy. Most producers remain engaged in traditional crops--mainly staples--and in traditional marketing systems characterized by limited contractualization. Yet in spite of these observations the book draws optimistic conclusions: there are a clear set of policy priorities that, if adapted to individual country contexts, can facilitate an enduring and productive rural transformation. The book is based on an in-depth seven-country study that surveyed 8,000 rural households. It specifically focuses on these households' activity and income structures in an evolving agricultural context marked by liberalization and trends of increasing economic integration. In doing so it reviews the very different levels (and trajectories) of rural diversification among countries at various stages in the structural transformation process. Among late developers, such as the countries of sub-Saharan Africa, a common observation is an incipient economic transition that is accompanied by a strong process of demographic transition. Consequently, growing cohorts of new labor market entrants pose a dramatic challenge. This new demographic structure offers a huge opportunity for growth if it can be accommodated, and if not it represents a serious political and economic liability. If overall economic diversification is the major avenue for change, sustainable growth, and job creation, then it is clear that agriculture and the rural economy will have a critical role to play in the coming two decades. Based on its investigation of existing rural realities, the book suggests several policy orientations. These include a clear need to focus on staples and family agriculture, to engage in targeted development strategies at the regional level, and to pursue a policy of "territorial development" that promotes strong rural-urban linkages at the level of rural localities, towns and districts.

Book excerpt: Primary objective of the study is the empirical verification of the hypothesis that countries of the Visegrad Group, although different in terms of the agrarian structures, face the same problems related to rural systems, population and conditions for growth in rural economy. We base on Eurostat data and literature studies to show the basic common and different characteristics of rural development in all four analyzed countries. It can be considered that while the Visegrad Group countries are characterized by different models of agricultural development that affect the picture of rural areas in these regions, structural problems, such as unfavorable demographic trends and the general level of economic development in relation to the EU average remain at a similar level. It should be emphasized that it is agriculture as a sector, its diversity in particular countries, diversified level of development (agricultural productivity) that makes it difficult to integrate development mechanisms directed by individual countries to rural areas.

Yet agriculture remains the primary policy framework for Congresses' consideration of rural issues. Significant changes are occurring in the structure of the US agro-food system. These changes are likely to pose important questions about the direction and coherence of current rural policy. Several significant trends in the evolving structure of agriculture are discussed in this book: (1) a continuation in the trend toward fewer and larger farms; (2) a potential acceleration of that trend as production shifts to more tightly integrated and vertically co-ordinated production through supply chains; (3) greater environmental pressures on conventional agricultural production practices stemming from urban and suburban interests; and (4) changing food consumption patterns.

This publication summarizes the presentations and discussions from the workshop.

However, rural industrial scene continues to be characterised by the concentration of labour force in agriculture, predominance of traditional crafts, low levels of technology, hereditary mode of production, poor productivity and returns and low labour efficiency and utilisation. Besides glorification of traditional crafts and self-employment, caste-industry nexus, and above all policy bias in favour of agriculture as against industry and large and medium capital-intensive industries as against small village and cottage industries also worked as strong impediments to the development of rural crafts. Drawing from the nationwide experiences, this book examines the problems of the growth and modernisation of rural industries from socio-economic perspectives and probes into the organisational and technology system underlying their production structure with all its implications an ramifications. The reversal of the policy favouring large modern industry sector and the spread of tiny small industries throughout the country with full package of organisational, technical, financial and marketing support in adequate measure have been strongly advocated. In addition, the integration of the development of rural industries with the overall programme of industrialisation was emphasized.
