Book excerpt: At the 9th Hanseatic Conference 2014 in Hamburg, representatives from business organisations, academic institutions and policy makers from all countries around the Baltic Sea exchanged their experiences. This book contains the presented papers and a summary of the discussion of the participants. The elimination of discrimination by gender and age in working life is an important social concern, regardless of economic needs. But increased labour force participations of women and older people are also essential for economic reasons in the light of demopgraphic developments and changed conditions. Currently high and ever growing shortage of entrepreneurs, managers and professionals are the factors that increasingly limit economic development. There is an urgent need to make better use of local labour potential, particularly via higher labour force participation of women and older people in general. Global competition requires high innovation and strong increases in productivity of the entire Baltic Sea region, and especially in the countries to the south of the Sea. The innovations and productivity of companies benefit from increased proportion of women. The greatest innovation and productivity reserves lie in the staff and organisational development, including education; improvements in this respect stipulate equal opportunities and strengthen competitiveness. This publication was developed as part of the flagship project of the EU Strategy for the Baltic Sea Region “Innovative SMEs by Gender and Age (QUICK-IGA)”.

A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Assembling powerful evidence and applying incisive analysis, the author’s conclusion shows that, absent further (and major) EU institutional reform, it will be difficult for an enlarging Union to continue to ‘deliver the goods.’ A watershed in the continuing great debate on the fulfilment of the EC Treaty’s determination to foster and promote ‘an ever closer union of the peoples of Europe,’ this book will prove invaluable to anybody interested in the European integration project, particularly lawyers, academics, officials and policymakers in the EU Member States.

In Good Governance Gone Bad, Darius Ornston provides evidence that adapting flexibly to rapid, technological change and shifting patterns of economic competition may be a great virtue, but it does not prevent countries from making strikingly poor policy choices and suffering devastating results. Home to three of the "big five" financial crises in the twentieth century, Nordic Europe in the new millennium has witnessed a housing bubble in Denmark, the collapse of the Finnish ICT industry, and the Icelandic financial crisis. Ornston argues that the reason for these two seemingly contradictory phenomena is one and the same. The dense, cohesive relationships that enable these countries to respond to crisis with radical reform render them vulnerable to policy overshooting and overinvestment. Good Governance Gone Bad tests this argument by examining the rise and decline of heavy industry in postwar Sweden, the emergence and disruption of the Finnish ICT industry, and Iceland’s impressive but short-lived reign as a financial powerhouse as well as ten similar and contrasting cases across Europe and North America.
